EXECUTIVE SUMMARY
Recommendation to accept the annual Retired and Senior Volunteer Program (RSVP) grant award
from the Corporation for National and Community Service in the amount of $77,888 and authorize
the necessary budget amendments.
OBJECTIVE: To provide persons 55 and older creative opportunities to meet community needs
through volunteer service that provide a high quality experience to enrich the lives of volunteers
through Collier County’s Retired and Senior Volunteer Program (RSVP) grant program.
CONSIDERATIONS: Co-sponsored by Collier County since 1990, RSVP places senior volunteers in
various non-profit organizations and County agencies to provide support and community service. The
Collier County Community and Human Services Division (CHS) will continue to administer this project,
which is 70% sponsored by the Corporation for National and Community Service.
The Corporation for National and Community Services Program provides a three-year grant with a
funding period from 07/01/2018 to 06/30/2021 and a total grant award of $163,566. Year one of the grant
period is from 07/01/2018 to 06/30/2019. The award amount for the first year is $54,522. The RSVP
grant has a local match requirement of the 30% of the grant award ($23,366). This requirement will be
partially met through a cash match of $8,366 with the remaining balance provided through in -kind
services in the form of the use of County Park rooms for volunteer-run Bone Builders Program classes.
The program is further supported by donations from local businesses for our volunteer recognition events.
On April 24, 2018, The Board of County Commissioners approved an after -the-fact submission to apply
for the Corporation for National and Community Services RSVP 2018-2021 renewal grant application in
the amount of $163,566 (16D3). The official notice of award was received on June 8, 2018, and the award
amount for the first year was $54,522.
The following table provides a detailed breakdown of the award amount, required local match budget of
cash match, and in-kind services:

FISCAL IMPACT: The Corporation for National and Community Service will provide $54,522 in grant
funding for RSVP, with a 30% match requirement of $23,366 of which $8,366 is cash match and $15,000
is an in-kind match for a total amount of $77,888. Budget amendments are required to appropriate grant
revenue and a cash match within the appropriate Human Services Grant Fund 707 and Human Services
Match Fund 708, Project 33571. Matching funds are available in the Community and Health Services
Client Services budget in General Fund (001).
LEGAL CONSIDERATIONS: To accept the award the grantor agency does not require Chairman
signature. This item is approved for form and legality and requires a majority vote for Board approval -

GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this

RECOMMENDATION: That the Board of County Commissioners accepts the Retired and Senior

the Retired and Senior Volunteer Program from the Corporation for National and Community Service and
authorizes the necessary budget amendments.
