EXECUTIVE SUMMARY
Recommendation to authorize a Budget Amendment recognizing $1,200 in program income under
the Community Development Block Grant (CDBG).
OBJECTIVE: To recognize program income received under the Program Income Agreement between
the Florida Department of Economic Opportunity (DEO) and the Board of County Commissioners
(Board).
CONSIDERATIONS: In 2000, Collier County had a small cities designation and received a CDBG
grant through the State Department of Community Affairs (DCA) now known as the DEO. At the time,
an award was made to the Immokalee Airport for $750,000 to construct a County-owned building located
at the Immokalee Airport, representing a 51% federal investment. The building was leased, and from
2004 to 2013 the Immokalee Airport remitted program income to the DCA/DEO, as required under
regulations.
In 2014, the County requested that the DEO allow the County to retain all program income. On January
26, 2016, after working on an agreement for over a year with the DEO, the Board approved a Program
Income Agreement with the Florida DEO that authorizes the County to retain and utilize income
generated by the lease of the Small Cities CDBG-assisted County-owned Building located at the
Immokalee Airport (Agenda Item 16D2). It was also approved that once the agreement was executed, the
Immokalee Airport would remit all program income funds to the Community and Human Services
Division (CHS). The funds will be recognized as program income into the HUD Integrated Disbursement
and Information System (IDIS).
From January 2017 to January 2018 the Immokalee Airport collected $14,200 lease payments of which
$13,000 was previously projected and budgeted. CHS will receive the funds as program income and
record them into the HUD IDIS. The Immokalee Airport will remit all future program income to CHS. As
with all program income, these funds, less administrative expenses, are to be set aside for eligible CDBG
projects that are awarded by the Board.
The rent collected by the Immokalee Airport will be allocated as follows:

*CDBG guidelines allow 20% of the program income to fund administration activities. The remaining
balance of $11,360 will be applied towards eligible projects.
FISCAL IMPACT: A Budget Amendment is necessary to recognize the additional $1,200 of program
income in the Housing Grants Fund (705), Project No. 33534. The Immokalee Airport collected lease
payments in the amount of $14,200 of which $13,000 was previously budgeted.
GROWTH MANAGEMENT IMPACT: This Item has no impact to the Growth Management Plan.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board approval. - JAB
