EXECUTIVE SUMMARY
Recommendation to authorize Budget Amendments for the Facilities Management Division in the
amount of $890,000 to cover costs associated with increased service requests and maintenance for
county buildings and equipment.
OBJECTIVE: To provide necessary funding to the Facilities Management Division from multiple
funding sources in the amount of $890,000 to cover operational demand to maintain an acceptable level
of service for the organization through year end September 30, 2018 and to authorize all necessary
Budget Amendments.
CONSIDERATIONS: The Division of Facilities Management is responsible for the maintenance,
repair, Capital replacement and construction of County-owned buildings and facilities. During FY18, the
Division of Facilities Management identified an operational demand for services with an associated cost
of $890,000. These additional funds beyond those appropriated in the Fiscal Year 2018 operational
budget will support the division’s goals of providing safe, clean, and well-maintained facilities for
employees, residents, and visitors. Without these funds, the division will be forced into a deferred
maintenance environment that has already caused the County assets to deteriorate significantly.
Contractual increases impacted the Fiscal Year 2018 budget, including Fire Systems, HVAC Maintenance
and Repairs, Janitorial, and the Security Contract. Further, the Division experienced a significant increase
in unanticipated repairs related to the deteriorating condition of County Facilities post-recession, which
contributed to the additional funding need for maintenance related repairs (roofing, electrical, plumbing,
HVAC, painting, etc.).
These increased costs have been incorporated into the proposed FY19 budget to ensure the Di vision has
the appropriate funding needed to maintain the County’s facilities next fiscal year.
FISCAL IMPACT: Budget Amendments are necessary in the amount of $890,000. The first budget
amendments will reallocate $140,000 from personnel services to help fund temporary labor in the
Facilities Management's Operating budget. Another budget amendment will reduce the HVAC Repairs
and Replacements Project 52162 $750,000 and the moneys will be transferred from the County wide
Capital Projects Fund (301) to the Facilities Management Operations budget within the General Fund
(001).
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issue, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
