Agenda 06/26/2018 Item #16B106/26/2018 EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners (BCC), acting in its capacity as the Community Redevelopment Agency (CRA), approve the attached lease agreement with Southwest Florida Workforce Board. Fiscal impact: $69,981.18. OBJECTIVE: To obtain CRA approval of the lease agreement. CONSIDERATIONS: On May 26, 2015, item 16B1, the CRA approved entering into a lease agreement with the Southwest Florida Workforce Development Board (SWFLWDB) to lease 760 square feet of office space to house CRA staff in Immokalee. That lease covered the period July 1, 2015 through June 30, 2016, with an option to extend the period via written notice for an additional twelve months in accordance with Articles 1 and 18 of the lease document. On J une 13, 2017 the CRA approved a lease extension for an additional four months while staff negotiated for a new site in Immokalee. Due to the impacts of Hurricane Irma, Immokalee CRA staff was displaced to a temporary office space. On October 24, 2017, item 16B2, the CRA approved a short-term lease agreement with the SWFLWDB to lease 500 square feet of office space to house Immokalee CRA staff while hurricane damage was repaired. That lease document covered the period November 1, 2017 through March 31, 2018. Currently the CRA is operating on a month to month lease until renovations are completed in mid-July 2018. Two space options (Suite C and Suite D) within the renovated building were reviewed and considered. Suite C is recommended. The terms of the new lease are for two years with an option to renew. The new lease area will provide direct access to CRA office space to the general public. FISCAL IMPACT: The proposed lease has an annual fiscal impact of $34,990.59 or $69,981.18 over the two-year initial term. The lease expense will be paid from the Immokalee CRA budget (186-138324). Sufficient funding is available in the FY 18 budget and adequate funds are proposed in the FY 19 budget. CONSISTENCY WITH GROWTH MANAGEMENT PLAN: This lease will allow CRA staff to continue furthering the programs and projects within the budgetary and policy guidance and directives of the BCC acting as the CRA Board in furtherance of Policy 4.2 of the Future Land Use Element of the Growth Management Plan which reads as follows: “The Immokalee Area Master Plan addresses conservation, future land use, population, recreation, transportation, housing, and the local economy. Major purposes of the Master Plan are coordination of land uses and transportation planning, redevelopment or renewal of blighted areas, and the promotion of economic development.” ADVISORY BOARD RECOMMENDATION: By unanimous vote, during a special meeting of the Immokalee Local Redevelopment Advisory Board on June 01, 2018 the advisory board approved a recommendation to sign the lease agreement, housing Immokalee CRA staff at 750 South Fifth Street, Immokalee, FL. for two years. The actual used space by the CRA is approximately 3,500 square feet. Although actual leased space is only 1,500 square feet, it will include a private receptionist separate from the one already provided to the CareerSource SWFL Center. It will include a printer, private conference room, private restrooms and storage area. The CRA will also be able to utilize the public bathrooms, two large conference rooms, common areas, and a reception area that is staffed. Other Notes: CRA moved to the CareerSource Center in 2013 with three full time staff. 4 offices (one used as storage area) and open space were part of area leased.
