EXECUTIVE SUMMARY
Recommendation to award the bulk mailing of the Stormwater Utility assessments to each parcel
owner within the Unincorporated Areas of Collier County for Printing & Copying Services to
Strategy Marketing Group, Inc. d/b/a Panther Printing, and authorize the issuance of a Purchase
Order in the amount of $107,667 (Project Number 51144).
OBJECTIVE: To award the bulk mailing of the Stormwater Utility assessments to each parcel owner
within the Unincorporated Areas of Collier County for Printing & Copying Services to Strategy
Marketing Group, Inc. d/b/a Panther Printing, in the amount of $107,667.
CONSIDERATIONS: On November 18, 2014, the Board of County Commissioners (Board) approved
the Collier County Planning Commission’s recommendation to seek an alternate source of funding to
adequately fund Stormwater Management related initiatives and operations (Item 9.A).
On February 13, 2018, the Board of County Commissioners approved the Collier County Stormwater
Utility Rate Study, establishing a stormwater rate structure of $120 per Equivalent Residential Unit
(ERU) with the Level of Service of Industry Standard, billing methodology, the rate study methodology
for implementing a stormwater utility for Collier County, and established the use of the uniform method
of collecting non-ad valorem special assessments, levied within the unincorporated area of Collier
County, for the provision of stormwater services, facilities, and programs.
As required by Florida Statute, this item requires TRIM notices and/or direct mail notices sent out to
affected property owners before August 2018. Collier County will be sending out notices to property
owners with specific parcel information, as described on attachment “A,” regarding the annual fee for
each parcel, within the Unincorporated Areas of Collier County, Florida.
On March 14, 2018, staff requested quotes for the printing and postage of the required public notice from
all vendors on contract 13-6149 for “Printing and Copying Services.” The following information,
specifications, and requirements for the bulk mailing, was set forth in the March 14, 2018 request for
quotes:
• All printing be in black and white.
• Addressing information will be provided in an Excel spreadsheet format, which will need t o be
merged with the attached “Notice to Property Owners” form.
• Provide pricing for first-class rate.
• Postage will be prepaid prior to mailing.
• Mailings must be completed within two weeks of receiving the postage check from the County
and prior to submitting the invoice to the County.
• Unincorporated Areas of Collier County, Florida, Mailing
The results from the quote request were as follows:
Panther Printing $107,667.00
Presstige Printing $108,297.00

Staff recommends award to Strategy Marketing Group, Inc. d/b/a Panther Printing as the lowest

responsive/responsible quote.
FISCAL IMPACT: Funding in the amount of $ 107,667, is available in project number 51144,
Stormwater Master Plan, within the Stormwater Capital Improvement Fund 325. Source of funds is
transfers from the General Fund (001) and Unincorporated Area General Fund (111).
GROWTH MANAGEMENT IMPACT: This item is consistent with the goals, objectives, and
policies of all applicable sections of the Stormwater Management and the Conservation and Coastal
Management elements of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval. -SRT
