EXECUTIVE SUMMARY
Recommendation to approve a proposal from Ardaman & Associates, Inc. for Sedimentation
Material Testing Services for the Wiggins Pass Channel and Doctors Pass Channel Dredging
projects under Contract No. 13-6164-TE authorize the Chairman to execute the work order for a
not to exceed amount of $8,700 and make a finding that this expenditure promotes tourism.
OBJECTIVE: To provide sedimentation material testing for the Wiggins Pass Channel & Doctors Pass
Channel Dredging projects.
CONSIDERATIONS: This proposal provides the laboratory testing on the sand materials sampled by
the site representative and delivered to Ardaman & Associates lab. All samples will be evaluated for
Munsell color, silt and shell content and screened using the U.S. Standard Sieve Numbers which are listed
on the proposal. Each sample will be tested for carbonate content. In addition, mean grain-size will be
calculated by moment method, and sorting value will be calculated.
Lab results will be summarized on a grain-size distribution report that will include the Sample Number,
Mean Grain-Size, Sorting Value, Silt Content, Carbonate Content and Munsell Color.
FISCAL IMPACT: Funding for the proposed work order is available in the Tourist Development Tax
Beach Renourishment Fund (195) budget within the Wiggins Pass Dredge Project (80288) and Doctors
Pass Dredge Project (90549). Funding for this work order will not be requested for reimbursement from
any grantor agency.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to
this action.
ADVISORY COMMITTEE RECOMMENDATIONS: The Coastal Advisory Committee approved
this item for construction consent and intent.
At the Tourist Development Council (TDC) on May 29, 2018, this item was unanimously approved by a
vote of 8 to 0.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. - CMG

this Work Order. In accordance with Terms and Conditions of the Agreement referenced above, this

Scope of Work: As detailed in the attached proposal and the following:

Schedule of Work: Complete work within 90 days from the date of the Notice to Proceed which is
accompanying this Work Order, The Consultant agrees that any Work Order that extends beyond the
expiration date of Agreement # 13-6164,E II survive and remain subject to the terms and conditions of
that Agreement until the completion or termination of this Work Order.

Dear Mr. Perryman:
As requested, Ardaman & Associates, Inc. (Ardaman) is pleased to submit this quote to perform
the laboratory testing on the sand materials sampled by your site representative and delivered
to our lab. All samples will be evaluated for Munsell color (moist Value (Chroma = 1)), silt
(minus #230 sieve) and shell content (plus #4 sieve) and screened using the following U.S.
Standard Sieve Numbers: 3/4", 5/8", 7/16', 5/16", 3.5, 4, 5, 7, 10, 14, 18, 25, 35, 45, 60, 80,
120, 170, 200 and 230. Each sample will be tested for carbonate content. In addition, mean
grain -size will be calculated by moment method and sorting value will be calculated.
Our lab results will be summarized on a grain -size distribution report that will include the Sample
Number, Mean Grain -Size (mm), Sorting Value (phi), Silt Content (%), Carbonate Content
and Munsell Color.
Costs for these tests are summarized as follows:
60 Sieve Analyses Down to #230 Sieve and Carbonate Content @ $145.00 each = $ $700.00 Lump Sum
