EXECUTIVE SUMMARY
Recommendation to adopt a Resolution providing for the acceptance of rebates from Employee
Book Fairs.
OBJECTIVE: To obtain approval from the Board. of County Commissioners to adopt a
Resolution accepting rebates from Employee Book Fairs.
CONSIDERATIONS: Books Are Fun and other such vendors conduct employee book fairs
natIonwide for a number of both public and private employers. These book fairs are offered tOn.
---an organization without cost and without obligation to buy. At the fair employees receive a
discount off retail prices on books and gift items. In addition to the discount afforded to
employees, these companies typically provide a rebate to the host organization. These rebates
vary by company and usually range from 10% to 15% of the book fair sales.
On November 29-30, 2010, the Human Resources Department hosted an employee book fair
wIth Books Are Fun. The rebate from this fair was $226.21. Staff recommends that this rebate,
and rebates from any future book fairs or similar events, be deposited to the General Fund.
FISCAL IMPACT: The results of this action will have a positive fiscal impact to the FY 2011
General Fund in the amount of $226.21. The total amount for future events will be determined
based upon the total sales from those events.
LEGAL CONSIDERATIONS: .:. This item has been reviewed and approved by the County
Attomey's Office, is legally sufficient for Board action and only requires a simple majority vote-
SRT.
- GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with

RECOMMENDATION: That the Board of County Commissioners approves the acceptance of a
rebate from the November 2010 Employee Book Fair and adopts a Resolution approving the
acceptance of future rebates from such events.

A RESOLUTIO~ OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY DECLARING A PUBLIC PURPOSE. FOR THE
RECEIPT AND ACCEPTANCE OF ^ REBATE BASED ON COLLIER
COUNTY'S PARTICIPATION IN BOOK FAIRS.
WHEREAS, the Board of County Commissioners of Collier County f1D.ds there is a
- - compelling public purpose' for Hiilifan Resoiifces to ]losTspecial events to benefifemployees and' -
promote employee retention;
WHEREAS, the Board finds there.is a. valid public purpose for the Human Resources
Department to host Book Fairs for the benefit of its employees;
WHEREAS, the Board finds that ther~ is. a comJ?elling public purpose to receive and
accept a dona,tion in the form of a rebate from vendors such as Books Are Fun or other such
. vendors that offer rebates ba&ed on the County employees' participation in Book Fairs;
WHEREAS, the Board finds that the rebate-donation shall be placed into the agency's
. General Fund;.
WHEREAS, the Board autborizes acceptfug such monetary donations and to spend the
donatipns in a manner consistent with any valid public purpose; and.
. NOW TIIEREFORE,. BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that the Board hereby declares that
