Additionally, the CAC recommends that the County, Pelican Bay and the Seagate community jointly meet and resolve the markings of Clam Bay to facilitate safety, channel location, maintenance and overall community acceptance. OBJECTIVE: To award Bid No. 11-5637 for Naples Berm Restoration to Eastman Aggregate in the amount of $946,167.20. CONSIDERATIONS: The area of Naples Beach just south of Doctors Pass (FDEP monument R58A to FDEP monument R58) and fronting Indies West, Gulf View, Le Chateau and Royal Palm condominiums along with the beach area in North Park Shore (FDEP Monuments R45 and R46) and fronting the Sea House, Le Parc and Meridian Club condominiums has experienced significant erosion as a result of winter storms and Tropical Storm Fay. As a result, The BCC approved an emergency resolution to stabilize the beach and protect the upland property along with authorizing the expedited renourishment of these beaches. This was done on May 11, 2010, agenda item 1 DC with an authorized expenditure of $1,500,000. Subsequent to this, an emergency beach berm truck haul renourishment was undertaken in June/July 2010 and approved post execution by the BCC on July 27,2010; agenda item 16D13. This 3,000 cubic yard project stabilized the beach berm south of Doctors Pass prior to the significant portion of hurricane season. The cost for this project was $136,306.18. This project will complete the second phase of emergency resolutionlrenourishment by placing approximately 22,393 cubic yards (31,350 tons) on the beach south of Doctors Pass. The Bid was publicly advertised on December 10, 2010. Email notices were sent to 1545 firms with 103 vendors requesting full packages. On December 22. 2010 the Pre- Bid conference was held, 8 vendors were present. The bid opening was held on January 12, 2011 where 3 vendors responded and their bid packets were opened. The budget for both the beach renourishment south of Doctors Pass and also in North Park Shore south of the Seagate access is $1,150,000. The bids were reviewed and tabulated as follows: Eastman Aggregates - $946,167.25 DRC Emergency Services - $1,037,482.6 Douglas N. Higgins, Inc. - $1,323,064.50 Staff recommends the award to Eastman Aggregates as the lowest, responsive, and qualified bidder. A copy of the purchasing bid tab is attached The FDEP permit modification that is currently pending will only allow renourishment in the beach area south of Seagate access (North Park Shore - FDEP Monuments R-45 and R46 and fronting the Sea House, Le Parc and Meridian Club condominiums). This was the area that was affected by last winter storms. However, recent storm activity has continued to erode the area further south affecting a longer segment of beach. This additional southern length has not been studied and cannot be renourished at this time without additional permit modifications.
