Recommendation to change as follows: Recommendation to endorse the recommendations of the Coastal Advisory Committee (CAe) from 1/13/2011 not to move forward with the permit application or installation of navigational markers in Clam Bay. Additionally, the CAC recommends that the County, Pelican Bay and the Seagate community jointly meet and resolve the markings of Clam Bay to facilitate safety, channel location, maintenance and overall community acceptance. After resolution of the marking plan; a recommendation by the CAC; and approval by the BCC; the County would petition the USACE to close out the permit. Item 16D6 - The Recommendation portion ofthe executive summary reads: Recommendation to approve award of Bid No.11-5637 for Naples Berm restoration to Eastman Aggregate Enterprises, LLC for $946,167.20 and authorize Chairman to execute a standard contract after County Attorney review and approval. Recommendation to chanl!e as follows: Recommendation to approve award of Bid No. 11-5637 for the Naples Berm restoration for a total unit price not to exceed the sum of $882,264. This will include a not to exceed unit price of $564,864 to Eastman Aggregate Enterprises, LLC for sand transport and placement and a not to exceed, unit price of $317,400 to Stewart Mining for sand supply. Also recommended is authorization for the Chairman to execute the standard contract after County Attorney review & approval. This reflects the County's intent to direct purchase the sand from the sand supplier saving the contractors markup and sales tax. All other items remain the same. Item lOG is quasi-judicial and ex parte disclosure is required, all participants will be required to be sworn in. Item 16A8 is not an ex parte item as originally stated in the agenda. EXECUTIVE SUMMARY Recommendation to award contract number 11-5625 to Vaccaro Consulting, Inc. for consulting services and planning assistance. OBJECTIVE: The public purpose is to procure a qualified consultant with extensive experience in software acquisition processes for water, wastewater, irrigation quality water, and solid waste software applications. This contract will provide staff accessibility to expertise required for the procurement and implementation of utility software applications. CONSIDERATIONS: Invitation to Bid (ITB) 11-5625 was posted on November 17, 2010. One response was received by the due date of December 2,2010. Vaccaro Consulting, Inc. is qualified and responsive and therefore recommended for contract negotiations and subsequent award. This contract will provide the vehicle to secure qualified utility software consulting services for the Utility Billing and Customer Service Department (UBCS) in a timely manner, using a proposal and purchase order for each identified work package of the consultant's services. The agreement is a two year contract with two, one year renewal options. No individual work order will exceed $100,000 unless approved of by the Board of County Commissioners. . Anticipated consulting services to be acquired in this award include: 1. Work flow process analysis, 2. Software system design specification (functional), 3. Preparation of software bid document specifications, 4. Evaluations of existing and anticipated software vendors, 5. Contract negotiation with software vendors, 6. Software implementation assistance (planning and testing), and 7. General software system acquisition management assistance. . UBCS will be pursuing acquisition of several software systems as well as enhancements to existing software applications to improve efficiencies and productivity through emerging technology. Projects targeted in FY2011 include: · Iweb, a module of the InHance application suite required for compliance with Payment Card Industry standards for web based utility bill payments. · Electronic Bill Presentment (E-bill), to enable customers to receive utility bills on-line and eliminate paper bills and return envelopes. · Iremote, a mobile work order system that enables work orders to be completed electronically in the field, thus eliminating paper copies and data entry at the end of the work day. · A comprehensive, integrated system to provide non-ad valorem rolls for the Mandatory Trash Collection and Disposal Program, utilities education and compliance work order system, and a work order system for solid waste collections. Competent, expert technical consulting services are necessary to assist in the design, procurement, analysis, testing, and modification/implementation of these business software applica!ions. This type of e~perti~e cannot be provided by ~-house staff. FISCAL IMPACT: Sources of funding include Project 70882 in Water User Fees (Fund 412), Project 73944 in Sewer User Fees (414), the Solid Waste Mandatory Collection Operating Fund (473), Projects 59017 and 59019 in the Solid Waste Capital Fund (474), and the Collier County Water-Sewer District Operating Fund (408). LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office and is legally sufficient for Board Action. Approval of this item requires a simple majority. _ JBW.
