EXECUTIVE SUMMARY
Recommendation to award Contract No. 11~5615 - Royal Wood and Whitaker Road
Stormwater Improvements to Southwest Utility Systems, Inc. in the amount of
$1,088,170.00 plus a ten (10) percent contingency of $108,817.00 totaling $1,196,987.00,
Project Number 51101.
OBJECTIVE: The purpose of the overall LASIP project is to provide a comprehensive
stormwater outfall system for the area of East Naples. The Royal Wood and Whitaker Road
Stormwater Improvements project is a continuation of the design and construction completed in
FY09 for the North Portion of the Lely Main. Canal. The project improvements will drai..."'l into
the Lely Main Canal, which will alleviate drainage problems within this portion of East Naples.
CONSIDERATION: The bid was advertised on October 29,2010, in the Naples Daily News
and 1,371 notices were emailed. On November 16,2010, a non-mandatory pre~bid meeting was
held to explain the contract specifications and answer any questions that the prospective bidders
may have. Eight (8) bids were received by the due date of November 30, 2010, and one was
deemed non-responsive for not providing all required documents. The bids were reviewed by
the Transportation Engineering Section's staff and PBS&J, Inc., the county's design professional
in conjunction with the Purchasing Department. The following bids were received:

Staff recommends awarding the contract to the lowest and responsive bidder: Southwest Utility
Systems, Inc.
LEGAL CONSIDERATIONS: TIlls item has been reviewed and approved by the County
Attorney's Office, is legally sufficient for Board action and only requires a simple majority
vote-SRT.
FISCAL IMPACT: Funds in the amount of $1,196,987.00 are currently available within the
Stormwater Management CIP Fund (325). The source of funding is Ad Valorem.
GROWTH MANAGEMENT IMP ACT: The project is in accordance with the goals and
objectives of the Drainage Sub-element of the Growth Management Plan for Collier County
Stormwater Management.
