EXECUTIVE SUMMARY
COMMISSIONER REQUEST FOR BOARD APPROVAL FOR PAYMENT TO
ATTEND FUNCTION SERVING A VALID PUBLIC PURPOSE
OBJECTIVE: For the Board of County Commissioners to declare a valid public
purpose for a Commissioner to attend function/event and approve payment by the Clerk.
CONSIDERATIONS: Pursuant to Resolution No. 99-410, the Board of County
Commissioners has determined that attendance at the functions of fraternal, business,
environmental, educational, charitable, social, professional, trade, homeowners, ethnic,
and civic association/organizations serves a valid public purpose, provided that said
functions reasonably relate to Collier County matters.
COMMISSIONER: Donna Fiala
FUNCTION/EVENT: Friends of the Library Member Appreciation Reception.
PUBLIC PURPOSE: Meet and interact with business and community leaders.
DATE OF FUNCTION/EVENT: January 14, 2011.
FISCAL IMPACT: $25.00 - Funds to be paid from Commissioner's travel budget.
RECOMMENDATION: That the Board of County Commissioners, in accordance with
Resolution No. 99-410, approve payment by the Clerk for Commissioner Donna Fiala to
attend function serving a valid public purpose.

~ritically acclaimed crime fiction novelist Art Adkins' first book, The Oasis Project, though self-published, was a runaway
)estseller. In 2008, it was named as Detective Suspense of the Year by Books-and-Authors.net. The novel went on to garner
ave reviews from Midwest Book Review, Page One Lit and NPR member station WGCU-FM. Currently a police lieutenant with
he Gainesville, Florida Police Department, Adkins' spent much of his early career in law enforcement as an officer with the Ft.
-auderdale Police Department and later with the Los Angeles Police Department. Many aspects of police work portrayed within
lis novels are drawn from his personal experiences in the field. Adkins has also been lauded for the environmental themes found
vithin his novels. His second novel, Power Grid; published by Ambassador International Publishing, was released in September
~01 0 and is being distributed both in the United .States and abroad. Named by 'The Author Show' as one of the "50 Great Writers
'au Should Be Reading," Art Adkins lives in Hawthorne, Florida, where he is currently at work on his third novel.
