EXECUTIVE SUMMARY
Recommendation to approve a Revised Resolution of the Board of County
Commissioners of Collier County, Florida supporting the County's Four Grant
Applications to the Florida Department of Environmental Protection (FDEP) for
Long Range Grant Funding Requests for Fiscal Year 2011-2012, agreeing to be
the Local Sponsor, and committing local cost share funds, and authorization of
any necessary budget amendments.
OBJECTIVE: To obtain long range grant funding from FDEP for Fiscal Years 2011-
2012.
CONSIDERATIONS: This item was approved by the BCC on December 14, 2010.
The Resolution was sent to FDEP and they request additional language. The attached
document identifies those changes.
Coastal Zone Management continues to seek funding from FDEP in order to cover
shortfalls for necessary coastal and inlet projects. These grants will provide funding for
Collier County projects consisting of Wiggins Pass Inlet Management Plan, Barefoot
Beach Restoration Project, South Marco Island Beach Renourishment, and Collier
County Beach Renourishment.
Pursuant to 62B-36, Florida Administrative Code, FDEP requires the local government
to approve a Resolution supporting the proposed projects, accepting the responsibiiity
to be the Local Sponsor, and committing to its ability to provide the Local Cost Share.
FISCAL IMPACT: Approval of this item will provide long range state funding to
renourish Collier County beaches which is budgeted in Beach Renourishment Fund
(195).
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management
Plan related to this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's
Office for compliance with Rule 62B-36, F.A.C. and is legally sufficient for Board action.
This item requires simple majority vote. - CMG

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA SUPPORTING THE COUNTY'S FOUR
GRANT APPLICATIONS TO THE FLORIDA DEPARTMENT OF
ENVIRONMENTAL PROTECTION FOR LONG RANGE GRANT
FUNDING REQUESTS FOR FISCAL YEARS 2011-2012. AGREEING TO
SERVE AS THE LOCAL SPONSOR. AND COMMITTED TO PROVIDING
THE REQUIRED LOCAL COST SHARE.
WHEREAS, the Coastal Zone Management Department, acting on behalf of the
Collier County Board of County Commissioners, has prepared four grant applications to
the Florida Department of Environmental Protection (FDEP) for long range grant funding
for Fiscal Years 2011-2012; and
WHEREAS, the grant applications are requests to fund the following Collier
County projects: (1) Wiggins Pass Inlet Management Plan, (2) Barefoot Beach
Restoration Project, (3) South Marco Island Beach Renourishment, and (4) Collier
County Beach Renourishment: and
WHEREAS, the timely maintenance and restoration of these hiqh quality and,
readilv accessible public recreational beaches is critical to preserve their value and
viabilitv. and to provide a boost to both the environment and the economv of Collier
Countv tourism. includinq hotels. restaurants and related commercial activities: and
WH::REl\S. the role of the Countv qovernment in maintaininq and restorinq
beaches is aD:xoDriate and crucial: and~
WHEREAS, the Board of County Commissioners supports these four grant
applications and requests approval from the FDEP for each grant funding request for
Fiscal Years 2011-2012~7 and

WHEREAS, the Board of County Commissioners aqrees to serve as the Local-
Sponsor; and
WHEREAS, the Board of County Commissioners is able and committed to
providinq the required Local Cost Share: and
WHEREAS, the Board of County Commissioners has enacted the Tourist
Development Tax Ordinance No. 92-60, as amended, which commits fundinq to beach
renourishment, beach maintenance and beach park facilities.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that the Board supports the four
grant applications prepared for submittal to the Florida Department of Environmental
Protection for long range grant funding for Fiscal Years 2011-2012 and requests
approval from the FDEP for each funding request.

required Local Cost Share. The required funds have been committed throuqh the
Tourist Development Tax Ordinance No, 92-60. as amended. and as identified in the
attached 10-vear plan lonG ranGe planninG budqet of the TDC CateGorv "A" 195 Fund.
Additional funds may become available throuqh Federal fundinG sources.
