EXECUTIVE SUMMARY
Recommendation to reject solicitation (ITB) 11-5611 for East Naples Community
Center Roll Down Shutters and the associated proposals that were submitted and
authorize the Purchasing Department to re-solicit for the services. The FY 2011
impact associated with this solicitation is $166,954.
OBJECTIVE: To identify a vendor who is able to provide the service for installation of
roll-down shutters and waterproofing, utilitizing FEMA dollars.
CONSIDERATIONS: The Parks and Recreation and Purchasing Departments
prepared bid documents to solicit (1) supply and install of roll down shutters for East
Naples Community Center and (2) waterproofing East Naples Community Center and
Senior Center in an effort to select one vendor to provide both services.
ITS 11- 5611 was issued on October 21, 2010, soliciting contractors to supply and
install roll down shutters and waterproofing for the two buildings. Notices were
forwarded to 88 contractors, 38 downloaded the solicitations and only two bids were
received. The two bidders are:

Parks and Recreation staff have reviewed the bids and determined that the bids are
very high with the low bidder being approximately 60% above the engineer's estimate.
Staff believes that reformatting the bid invitation and re-issuing a separate solicitation
for roll down shutters and a separate solitation for waterproofing may reduce the overall
price of the project.
FISCAL IMPACT: There is no fiscal impact in the approval of this Executive Summary.
GROWTH MANAGEMENT IMPACT: There is no growth management impact in
approving this Executive Summary.
LEGAL CONSIDERATION: This item has been reviewed by the County Attorney's
Office, requires simple majority vote, and is legally sufficient for Board action. - CMG.
RECOMMENDATION: That the Board of County Commissioners 1.)reject ITB 11-5611
for East Naples Community Center Roll Down Shutters and the associated proposals
that were submitted, and 2.) and authorize the Purchasing Department to re-solicit two
separate solicitations for roll down shutters and waterproofing.
