EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign an amendment to the 2009-
2010 Community Development Block Grant (CDBG) Subrecipient Agreement with the
Shelter for Abused Women & Children (SA WCC) approved on September 15, 2009. This
amendment is to revise Exhibit A, Section B-Budget, to facilitate reimbursement.
OBJECTIVE: Recommendation to approve and authorize the Chairman to sign an amendment to
the 2009-2010 Community Development Block Grant (CDBG) Subrecipient Agreement with the
Shelter for Abused Women & Children (SAWCC) approved on September 15, 2009. This
amendment is to revise Exhibit A, Section B-Budget, to facilitate reimbursement.
CONSIDERATIONS: On April 28, 2009, the Board adopted Resolution No. 2009-116
approving the 2009-2010 Action Plan, which is a report submitted to the U.S. Department of
Housing and Urban Development (HUD) in which Collier County submits it's intended projects to
HUD. The Community Development Block Grant funding was included as one of the activities
outlined in the Action Plan submission.
On August 14,2009, HUD provided the FY 2009-2010 entitlement funding letter and agreement to
the County in the amount of $3,198,282. The Board of County Commissioners approved receipt
of the entitlement funds on September 15, 2009 (Item 16D20). The CDBG funds granted to
SA WCC was $93,000.00 as listed in the Action Plan. This amendment updates budget
information, in order to better facilitate reimbursement for the Subrecipient.
In summary, the proposed amendment:
1. Updates the tenns and budget information in Exhibit A of the original Subrecipient
Agreement in order to facilitate reimbursement.
FISCAL IMP ACT: No general funds are associated with this amendment. Expenditures for the
CDBG project associated with this amendment have already been budgeted in CDBG Grant Fund
(121) for FY09.
GROWTH MANAGEMENT IMP ACT: The project associated with this amendment IS
consistent with the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. This item
requires a simple majority vote. - JBW

between the parties to the original Agreement, Shelter for Abused Women & Children, Inc., (to be referred to as
Subrecipient) and Collier County, Florida, (to be referred to as "COUNTY").

In order to continue the services provided for in the original Contract document referenced above, the Sub-
Recipient agrees to amend the Contract as fonows:

SCOPE OF SERVICES
SHELTER FOR ABUSED WOMEN & CJnLDREN (SA WCC)
LEGAL SERVICES
THE SUBRECIPlENT AGREES TO:
A. PROJECT SCOPE:
The Shelter for Abused Women and Children proposes to create a new onsite legal services
program at the domestic violence center. Legal services will be provided by a part-time
contract attorney. This grant will also pay the salary of a shelter advocate who will be trained
to provide assistance for victims, act as liaison to the attorney, and provide clerical support.
The Shelter will serve low to moderate income level victims of domestic violence who need
assistance in securing, modifying, and enforcing protection orders, handling immigration
issues, obtaining a divorce or separation, obtaining child support and resolving parental
custodial issues.
Collier County Department of Housing and Hwnan Services is funding NINETY THREE
THOUSAND DOLLARS ($93,000.00) in COBG funds fortllls Public Service project.

and as such~ are used by HUD and other grantor agencies as general target goals rather

This agreement shaY allow reimbursement of expenses for aU eligible costs associated with

Please note that if any of these activities exceed the timelines by two months a revised work
schedule must be submitted to HHS.
