EXECUTIVE SUMMARY
Recommendation to award Bid #10-5491, "Fiber Optic Cable Installation, Maintenance & Repair"
to Aztek, Inc. (Expected annual expenditure by multiple departments, $500,000.)
OBJECTIVE: To obtain the Board of County Commissioners approval to award Bid #10-5491, "Fiber
Optic Cable Installation, Maintenance & Repair," the purpose of which is to provide a means to maintain
and expand Collier County's existing fiber optic infrastructure.
CONSIDERATIONS: The Collier County Purchasing Department posted Bid #10-5491, "Fiber Optic
Cable Installation, Maintenance & Repair", on October 25, 2010. Notices were sent to 443 vendors.
Eight vendors submitted a response by the bid opening date of November 19, 2010.
The bidders in order from lowest base bid to highest base bid are as follows:
Aztek, Incorporated $64,965.57
Precision Contracting Services $65,190.44
EB Simmonds $66,795.25
SPE Utility Contractors $67,534.77
Fiber Solutions $68,971.79
Regal Electric $69,144.04
Digital Comm Inc. $82,178.62
Hypower $88,619.63
This is an annual bid. The purpose of the bid is to provide a means to expand, maintain and repair the
county's fiber optic infrastructure. The contract includes a ffi)Tiad of products and servTiccs, "rhich vaT'Y in
quantity from task to task. Given that reality, staff developed an award formula that included standard line
items (conduit, fiber optic wiring, labor rates, etc.) and quotes for routine maintenance and major
installation scenarios. The award recommendation and dollar totals for each bidder shown above were
calculated based on all three and were weighted and calculated as follows: Base Bid Line Items 70%,
Routine Project 20% and Major Installation 10%.
Currently, both the Transportation Construction & Engineering Department and Information Teclmology
Department manage fiber optic facilities. Staff recommends awarding the bid to Aztek, Incorporated,
which is the lowest qualified and responsive bidder.
FISCAL IMPACT: Funds for these services shall come from each department using this contract as
projects are identified.
LEGAL CONSIDERATIONS: This itcm has been reviewed and approved by the County Attomey's
Office, is legally sufficient for Board action and only requires a simple majority vote-SRT.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
RECOMMENDATION: That the Board of County Commissioners award Bid #10-5491, "Fiber Optic
Cable Installation, Maintenance & Repair" to Aztek, Inc. and authorize the Chariman to sign a standard
County agreement.
