EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to execute the Student School Year
Agreement with the District School Board of Collier County for transportation services for County
recreation program participants. Approximate spending: $50,000.
OBJECTIVE: To obtain cost-effective and reliable transportation services for Collier County Parks and
Recreation program participants.
CONSIDERATIONS: For the past twenty-nine (29) years, Collier County has entered a Transportation
Agreement with the District School Board of Collier County for the transportation of participants of
County recreation programs. Participants are typically taken from their base locations (County Parks) to
educational and recreational attractions throughout the area. Most summer program participants go on one
(1) field trip each week. One thousand two hundred fifty (1,250) children were registered last year in the
full summer camp program. Once executed, the Student School Year Agreement will be effective from
July 1, 2018 until June 30, 2019 which includes the summer camp programs and school year for
2018/2019.
The Parks and Recreation Division has determined that the School Board is the provider that can best
meet the transportation needs of the Division programs in a safe, reliable, and cost-effective manner for
the well-being of the participating children.
The Parks and Recreation Division will use the services of School Board transportation under the
provisions of Option A of the Agreement; wherein the School Board will provide buses and drivers at a
rate of $39.82 per hour plus $2.73 per mile for all programs. This rate is calculated from the time the bus
leaves the transportation barn to the time of its return.
FISCAL IMPACT: Funds are budgeted in association with each program/camp location within FY18/
19 Unincorporated Area General Fund (111) Parks and Recreation Budget. The annual cost for
transportation services including summer camp is estimated to be approximately $50,000. Program fees
for each participant recover program costs including transportation.
GROWTH MANAGEMENT IMPACT: There is No Growth Management impact is associated with
this action.
LEGAL CONSIDERATIONS: This Item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: To approve and authorize the Chairman to sign the Transportation Agreement
with the District School Board of Collier County for the transportation of County Parks and Recreation
program participants.
