Agenda 06/12/2018 Item #16D 506/12/2018 EXECUTIVE SUMMARY Recommendation to approve a Memorandum of Agreement (MOA) with the Florida Commission for Transportation Disadvantaged (FCTD) for the continuation of the Community Transportation Coordinator (CTC) Designation. OBJECTIVE: To accept the CTC designation for Collier County and to coordinate the provision of community trips. CONSIDERATIONS: The Board of County Commissioners (Board) has served as the CTC for Collier County since 1999. The Local Coordinating Board (LCB) voted unanimously to recommend to the Collier Metropolitan Planning Organization (MPO) that the Collier County Board be re-designated and approved as the CTC at their December 6, 2017 meeting. The Collier MPO Board deemed that it is in the best interest of public health, safety, and welfare of Collier County that the Collier County Board be re- designated and approved as the CTC. The MPO Board voted unanimously to approve Resolution 2017 - 08, recommending that the Collier County Board be re-designated and approved as the CTC. The Board approved Resolution 2017-210 requesting that they are re-designated as the CTC for Collier County. The MPO then submitted both executed Resolutions and the LCB Minutes to the FCTD. The FCTD approved the re-designation request at its February 13, 2018, Business Meeting. The FCTD has submitted the MOA which is included as Attachment 1. Pursuant to Chapter 427, Florida Statutes, Rule 41-2 FAC, the MOA is between the FCTD and the CTC. The MOA requires the approval of the LCB prior to execution by both parties. The LCB voted to approve the MOA at their meeting on May 23, 2018. This agreement is necessary for the Collier County to continue to receive State Trip and Equipment Grants from the FCTD for operating assistance of the Transportation Disadvantage Paratransit Program. FISCAL IMPACT: With the approval of the MOA, Collier County will continue to be eligible for FCTD Trip and Equipment Grant Funds (T&E). These T&E funds cover a portion of the Collier Area Paratransit annual operations for the Transportation Disadvantaged Program. As a grantee, Collier County is required to provide a 10% local match to the T&E grant amount which comes from the TD Operating Fund. General Fund (001) revenues are the source of funding which provides annual TD support to cover operational costs that exceed grantor subsidies and farebox collections. FCTD T&E grant awards have ranged from $609,535 in FY 2015 to $746,889 in FY 2018. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This Item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. -JAK RECOMMENDATION: To approve the MOA and authorize the Chair to execute the same on behalf of the Board.
