Agenda 06/12/2018 Item #16C 406/12/2018 EXECUTIVE SUMMARY Recommendation to award a Request for Quote (RFQ) to J & J Waterproofing, LLC, in the amount of $76,540, to provide the labor, material, and equipment to furnish and install the wet sealing of the north and east elevations aluminum and glass windows of the Collier County Courthouse. OBJECTIVE: To prevent the reoccurrence of the water infiltration around the aluminum and glass windows on the north and east elevation of the Collier County Courthouse. CONSIDERATIONS: As a result of the wind driven rain from Hurricane Irma, it was necessary to relocate Judges Crown, McGarity, Brown, and Hart, as well as Magistrate Friedman from their courthouse offices for several weeks due to extensive water infiltration throughout the 30-year-old aluminum and glass curtainwall system. The water that entered the building destroyed the drywall, insulation, carpet, wood base and resulted in mold not only in these offices but other areas of the courthouse. Between the mold remediation and the subsequent repairs, Collier County expended over $50,000. Collier County retained the services of TRC Engineering to prepare bid documents to remediate this situation. The options to solicit were through the County’s electronic bidding system, BidSync, or to obtain quotes outside of BidSync. Due to the time and sensitivity to calk the windows prior to rainy season, Collier County Facilities solicited quotes for wet sealing (caulking) of the aluminum and glass on the North and East Elevation of the original courthouse where the leaks occurred during Hurricane Irma. Staff solicited quotes, per Collier County Procurement Ordinance Number 2017-08, Section Ten: Informal Competition, from fifteen (15) caulking and waterproofing Trade Contractors and received three (3) responses. Staff is requesting that the Board approve the issuance of a purchase order to J & J Waterproofing, LLC in the amount of $76,540, so that the window caulking may begin as soon as possible. Contractor Quote J & J Waterproofing, LLC $76,540.00 South Florida and Waterproofing Co Inc. $130,090.00 Deluxe Waterproofing & Caulking, Inc. $145,000.00 The Procurement Manual allows County Staff to solicit, informally, for purchases estimated to be less than $50,000. In this instance, the lowest quote received from J & J Waterproofing, LLC was above the $50,000 threshold. Upon review of the quotes, the Procurement Services Division found the process met the requirements to satisfy acceptable, fair and open competition. FISCAL IMPACT: A budget amendment is required transferring $76,540.00 from Reserves to the Painting and Sign Improvements project 50124 within the Court Maintenance Fee Fund 181. The source of funding is a surcharge imposed for non-criminal traffic infractions.
