Agenda 06/12/2018 Item #16C 106/12/2018 EXECUTIVE SUMMARY Recommendation to authorize a budget amendment reallocating existing FY18 water division reserve funding in the amount of $418,000 for the emergency repair program to ensure continued compliance for the Collier County Water-Sewer District’s potable water distribution system. OBJECTIVE: To reallocate the Public Utilities Department Water Division FY18 operational funding to continue critical operations to maintain compliance and reliability of the potable water distribution system. CONSIDERATIONS: In FY18, Water Distribution budgeted $475,000 for emergency response and repair. To date, expenditures for emergency repair are more than $642,050, with two extensive repairs of 48-inch water main located along Collier Boulevard in the amount of $418,336. Funds for emergency repairs for pipe breaks are accounted for annually in the Water Division’s budget and dollar amounts budgeted are based upon historical costs. The Collier County Water-Sewer District (CCWSD) maintains more than 1,089 miles of water main pipe throughout the potable water system. As the operation moves into storm season, there will be additional need for emergency maintenance and support. FISCAL IMPACT: The requested budget amendment of $418,000 will provide replacement funding for the 48” water main repairs and restore emergency repair funding in the Water Distribution budget (408 - 253212-634805) through the end of FY18. The budget amendment reallocation will come from the existing CCWSD reserve for contingencies budget (408-919010-991000). GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. -JAK RECOMMENDATION: To authorize a $418,000 budget amendment for the emergency repair program to ensure continued compliance for the potable water distribution system.
