EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners, acting as the Community
Redevelopment Agency Board (CRAB), approve and authorize the Chairman to execute a
Commercial Building Improvement Grant Agreement between the Community Redev elopment
Agency and Naples 2.0 LLC in the amount of $30,000 for the property located at 2080 Becca
Avenue (Celebration Food Truck Park) located within the Bayshore Gateway Triangle Community
Redevelopment Area.
OBJECTIVE: To fund landscaping at a commercial facility known commonly as the Celebration Food
Truck Park through the grant program established by the Bayshore Gateway Triangle CRA.
CONSIDERATIONS: The Commercial Building Improvement Grant Program (CBIG) is a
redevelopment initiate funded and administrated by the Bayshore Gateway Triangle Community
Redevelopment Agency (BGTCRA) as partial reimbursement for exterior improvements such as
improvements to the facade of a commercial building or installation of landscaping and interior
improvements to commercial buildings within the redevelopment area. The CBIG program funds both
interior and exterior improvements to qualified commercial buildings in the CRA. Funding for the
improvements is contingent upon grantees preforming the improvements. All improvements must be
approved by the CRA prior to commencement.
A CBIG application was submitted By Naples 2.0 LLC for a fifty (50) percent reimbursement to improve
the exterior of the property located at 2080 Becca Avenue with landscaping, The owner (Naples 2.0
LLC), received estimates for the exterior landscaping improvements from 2 contractors. The lowest
estimate is $71,464.70, the owner is requesting the maximum allowed per the CBIG application for a total
reimbursement request of the $30,000.
With a unanimous vote of 6-0 (two board members not present), the BGTCRA Advisory Board
recommended approval of the application at the March 6, 2018 regular meeting.
FISCAL IMPACT: Because the projects awarded reimbursement grants typically take 6 to 18 months to
be completed and paid they often span more than one fiscal year. The current budget for Bayshore CRA
grant programs is $75,000. Grants approved to date in FY 18 total $62,100 and are not likely to be paid
until FY 19. Commercial Building Improvement Grants proposed for approval on the June 12, 2018
agenda (2905 Davis Blvd. 2662 Davis Blvd., 2080 Becca Ave.) total $110,000 and are expected to be
paid no sooner than FY 19. The proposed FY 19 grant program budget is $175,000 which provides
sufficient funding for the proposed grant awards.
GROWTH MANAGEMENT IMPACT: The proposed improvements approved through the CBIG
program will further the goals, objectives and policies outlined in the future land use element for the
Bayshore Gateway Triangle Redevelopment Overlay.
LEGAL CONSIDERATIONS: Presently the site of the proposed Food Truck Park is unimproved and
development is underway. This may be considered "redevelopment". The CBIG program is a local grant
program so the Board may exercise its discretion and determine whether as a matter of policy it is
appropriate to fund this project. Staff has informed me that it is presently working on clarifying all CRA
grant incentives for presentation to the Board. Accordingly, our office will work with staff on any
upcoming items for Board consideration.
With this said, this item is approved for form and legality and requires a majority vote for Board
