EXECUTIVE SUMMARY
Recommendation to seek approval for the submission of the County Incentive Grant Program
(CIGP) Application ($14,774,053 estimated cost) with the Florida Department of Transportation to
fund construction of the widening of Airport Road f rom Vanderbilt Beach Road to Immokalee
Road.
OBJECTIVE: To receive approval from the Board of County Commissioners (Board) to submit a
County Incentive Grant Program (CIGP) application to the Florida Department of Transportation (FDOT)
for the widening of Airport Road from Vanderbilt Beach Road to Immokalee Road.
CONSIDERATION: In November of 2017, Collier County was informed that FDOT was requesting
projects for CIGP priorities for fiscal year 2023/24. FDOT will consider projects submitted before Ju ly 1,
2018 for CIGP funding. CIGP funds are awarded to projects which relieve congestion on the State
Highway System and are consistent with established plans in the area. The Airport Road improvements
from Vanderbilt Beach Road to Immokalee Road for a distance of approximately 2 miles, is eligible for
CIGP funding.
Airport Road from Vanderbilt Beach Road to Immokalee Road is being proposed as a six -lane divided
urban roadway with 11’ traffic lanes, 22’ raised median, concrete curb & gutter and sidewalk on both
sides, a closed pipe stormwater system and street lighting with minor traffic signal adjustments. The road
will continue draining into the C-31 canal with some quality treatment provided by stormceptor type
devices.
Airport Road is an arterial roadway that parallels both US 41 and I75. By adding capacity with this
project, Collier County will relieve congestion on both state highway systems. In addition, there will also
be a reduced need for road maintenance and a reduction in injuries or fatalit ies by providing sidewalk for
bicyclists and pedestrians, improving overall traffic operations.
The Airport Road Project is in the Collier MPO’s 2040 Long Range Transportation Plan as a cost feasible
project for Preliminary Engineering and Construction Phases in FY2021-2025. The design phase of this
project was previously awarded a CIGP grant from FDOT for FY2020/21. This application is for the next
unfunded phase.
FISCAL IMPACT: The projected costs are estimated at $14,774,053 ($13,430,957 for construction and
$1,343,096 for contingency). The Project is in the County’s FY2018/2022 Five Year Work Program as
advanced construction in FY2022. The grant amount requested is up to 50% of the project costs. If
awarded, Collier County would provide a local match. Source of funds will be determined at the time of
the award.
GROWTH MANAGEMENT IMPACT: This project is consistent with the County’s Growth
Management Plan and the MPO’s Long Range Transportation Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK

This letter is in response to the request for Collier County CIGP priorities for fiscal years
2023/2024. We believe that the Airport Road improvements from Vanderbilt Beach Road to
Immokalee Road, a distance of approximately 2 miles, is an excellent candidate for CIGP funding.

2. Complete description of the project, including a location map
Airport Road from Vanderbilt Beach Road to Immokalee Road is currently a four-lane divided
rural roadway with 12’ traffic lanes, 40’ depressed median, asphalt sidewalk and swale along
the west side only. The road drains into the C-31 canal that runs parallel to the road. Both road
and canal rights-of-way (ROW) are 100 feet each, owned by Collier County. The northbound
traffic lanes are located within the west half of the canal ROW. The C-31 canal is operated by
the South Florida Water Management District (SFWMD) Big Cypress Basin (BCB). See
attachments.

In the Fall of 2017, Collier County completed an operational and safety improvement to the
portion of Airport Road from VBR to Tiburon Blvd./Pelican March Blvd. intersection. This
small project moved the merge lane north to the beginning of the Pelican Marsh Elementary
School northbound right turn lane, and extending the existing southbound dual left turn lane
on Airport Road approaching VBR to provide more capacity. The completed project also
included drainage improvements as well as the addition of a new six-foot sidewalk and
guardrail along the east side of Airport Road from VBR to Crescent Lakes Drive.

3. Detailed description of how the project would reduce congestion on the state highway
system:
Airport Road is a parallel facility to both US 41 and I-75; additional capacity on this arterial
roadway will relieve congestion on both state highway system facilities.
Collier County recently completed an interim safety improvement fix to add 1 north bound
travel lane to Airport Road from the intersection of VBR to Tiburon Blvd./Pelican Marsh Blvd.
This interim improvement project was completed predominantly as a safety project to relieve
congestion and potential confusion as cars merge just north of the intersection of Airport Road
and VBR. Now, Airport Road northbound merges from 3 lanes to 2 lanes north of Tiburon
Blvd./Pelican Marsh Blvd. This still has the potential to create confusion and cause accidents
as the lanes merge. The improved road layout will reduce travel time and delays by reducing
crash rates on the entire facility.
This project will provide safety benefits to all modes of transportation by increasing access to
transit, creating sidewalks, and reducing traffic congestion. Creating better alternatives to cars
will help encourage a mode shift. The addition of more modal opportunities within the existing
right-of-way minimizes the network lifecycle costs and environmental impact.
Additional pedestrian facilities will be included in the project to improve intermodalism and
safety. The corridor currently is a bus route for Collier Area Transit (CAT) and the project
will provide enhancements and upgrades to the current bus stops and amenities. The project
will meet all federal, state and local requirements, including ADA requirements. There are
currently 621 CAT bus stops throughout Collier County and seven CAT bus stops in the project
location. The FY2017 average annual riderdership information for the CAT bus stops are in
the table below. Bus stop ID #95 is ranked 60th for boarding within the system. Bus stop ID
#87 is ranked 63rd for alighting (getting off) within the system.

Besides the added capacity by reducing delays, there will also be a reduction in injuries by
providing sidewalks for bicyclists and pedestrians, improving overall traffic operations. Since
2005, there have been 1,448 crashes in the project area. This includes 13 incidents involving
bicyclists and 12 involving pedestrians. Please see the table below comparing crash data and
parallel facilities.

The proposed project will improve the multimodal connection inside the County’s urbanized
area. The corridor will relieve traffic congestion on the State’s designated SIS facility (I-75)
and SHS (US41) and provide for the efficient movement of people, goods and services. The
additional capacity will provide for a more efficient connection between many community
assets including existing neighborhoods, schools and commercial businesses.
Without State assistance, the County will be required to wait until enough local funding is
collected to fund the project in full. This would further delay the traffic congestion relief of I-
75 and US41.
The project will include multimodal components including transit system improvements as
well as sidewalks to encourage non-auto modes of transportation. Stormwater treatment
improvements for the corridor will also be an element of the project.

Project Description: Airport Road Widening –widen the current four-lanes Airport Road from
Vanderbilt Beach Road to Immokalee Road to a six-lane roadway with curb and gutter.
Project Limits: Vanderbilt Beach Road to Immokalee Road (Length = 2.0 miles)
Project Costs: $14,744,053 ($13,430,957 for construction and $1,343,096 for contingency
Completion time: 48 months (24 months design & 24 months construction)
2. Does this project CHECK ALL THAT APPLY AND EXPLAIN HOW IT APPLIES:

reduce injuries or fatalities – removal of the merge lane Airport Road at Vanderbilt Beach
Road intersection would ultimately reduce number of crashes

fatalities, reducing delays by the added capacity, providing sidewalk for bicyclists and pedestrians,
improving overall traffic operations and improving overall transportation network in southwest Florida.
