EXECUTIVE SUMMARY
Recommendation to approve a work order with Humiston & Moore Engineers, Inc. to provide
professional engineering services for Anne Olesky Park Erosion Control Project under Contract
No.13-6164CZ for time and material not to exceed amount of $13,931, authorize Budget
Amendment, authorize the Chairman to execute Work Order with Humiston & Moore Engineers,
Inc, and make a finding that this item promotes tourism.
OBJECTIVE: To provide a peer review of the proposed erosion control design and approach to stabilize
the shoreline of Ann Olesky Park at Lake Trafford.
CONSIDERATIONS: The proposed design to stabilizing the shoreline at Ann Olesky Park at Lake
Trafford combines shoreline stabilization, aquatic growth and peer support. The uniqueness of the design
and design criteria will be reviewed to assure project success, functionality and longevity. The scope of
this peer review includes the following:
Conduct site visit and review historic changes along area of study.
Review potential wave conditions relative to design criteria and objectives for shoreline
stabilization.
Meet with design professional at RWA, Inc. regarding project design, assumption, design goals
and wave criteria.
Meet with subconsultant biologist on design.
Contact provider of shoreline stabilization matt for design criteria for matt.
Provide written summary with recommendations.
Provide a preliminary cost estimate of recommendations.
FISCAL IMPACT: A budget amendment is necessary to move additional funds from TDC - Beach
Renourishment Reserves Fund (195) into a project budget for Ann Olesky Park Shoreline Stabilization.
Funding for this work order will not be requested for reimbursement from any grantor agency.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to
this action.
ADVISORY COMMITTEE RECOMMENDATIONS: At the Coastal Advisory Committee meeting
on May 10, 2018 this item was unanimously recommended for approval by a 7 to 0 vote.
At the Tourist Development Council meeting on May 29, 2018 this item was unanimously recommended
for approval by a vote of 8 to 0.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. - CMG
