EXECUTIVE SUMMARY
Recommendation to provide after-the-fact approval for the submittal of a Derelict Vessel Removal
grant application to the Florida Fish and Wildlife Commission for the removal of three (3) derelict
vessels from Collier County waterways in the amount of $42,500.
OBJECTIVE: To receive after-the-fact approval from the Board of County Commissioners to submit a
Derelict Vessel Removal grant application to the Florida Fish and Wildlife Commission to fund the
removal of three (3) derelict vessels from Collier County waterways.
CONSIDERATION: The Florida Fish and Wildlife Conservation Commission (FWC) provides grants
through the Derelict Vessel Removal Program to assist local governments in removing derelict vessels
that put public safety and the health of the County’s marine and surrounding waters at risk and are listed
on the Statewide At-Risk and Derelict Vessel Database. The grant application was due and submitted on
May 9, 2018. Subsequently, FWC requested revisions to the application and a revised application was
submitted on May 11, 2018.
Collier County CMA No. 5330 authorizes the County Manager to approve the submittal of grant
applications with subsequent Board of County Commissioners action at the next available Board meeting
to ratify the approval as “after-the-fact.”
FISCAL IMPACT: Total cost of the project is estimated to be $42,500. Should the grant be awarded,
Collier County will receive FWC funding in the amount of $31,875. There is a 25% required match in the
amount of $10,625. Match funds are available within the Boater Improvement Fund (303). Source of
match fund are boat fee registrations.
LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds if the
grant is approved. Accordingly, this Office has no issue with respect to the legality of this request, which
is appropriate for Board action and requires a majority vote for Board action. - JAB

The Capital Project Planning, lmpact Fees and Program Management department is submitting a FWC
Derelict Vessel Removal Grant in the amount of S31,875 for the removal of derelict vessels from the public
waters of the state.
The grant requires a 25% match in the amount of510,625. Source of match funds are Tourist Development
Tax and are available within TDC Beach Nourishment Fund (195).
The funding cycle opened on March 26, 2018 wlth a due date of May 9, 2018. Staff worked with the
community and the Coastal Management Section to identify any eligible derelict vessels. Due to the
short turnaround, we are requesting that the County Manager approve the application for submittal
followed by after the fact approval by the Board of County Commissloners at the May 22, 2018 BCC
meeting.

Attached please find the Collier County Capital Project Planning, lmpact Fees and Program Management
application for the Collier County Coastal Management Derelict Vessel Removal grant application.
Our total project cost is 542,500. We are happy to provide twenty-five percent (25%) of the cost of the
project (510,625) to partner with the Florida Fish and Wildlife Conservation Commission (FWC) for the
remaining S31,875 grant request.
This project will remove three (3) derelict vessels from the Collier County waterways. The project will be
managed by our Project Manager, Christopher D'Arco. He is the Senior Environmental Specialist within
the Collier County Coastal Management Section and has more than seventeen years of experience.

Each vesssl will be assessed as to their needs and will b€ handled individually. Vessels cunsntly lloating will simply be
secured lo the tow boat and brought to lhe appopriate locauon to be hauled oul ot tie water and disposed
appropriately.
Vessels that are submerged and/or partially submerged will have ship savaged air bags or lifr bags anached to the
vessel. Once the lifuair bags are atlached to the vessel, the bags will be inffated and as the boal comes lo the surface,
the water will be pump€d out of lhe vessel. Once statilized, the vessel will be secured to the tow boat and brought to
the appropriate locatiofl to be hauled out of the water and disposed appropriately.

ln order to verify the removal of the identmed vessels, the Projecl Manager will coordinate with the contractor and

with FWC staff lo be on sils during the removal as well. All do€urnentation will be presented to the funder when

PLEASE READ THE DERELICT YESSEL REMOYAL GRANT GUIDELINES BEFORE
PROCEDING TO THE APPLICATION,
o Submit one (t) original and four (4) photocopies of the application with attachments.o Submit one (l) electonic copy ofapplication on compact disk (CD) or other electronic
media.o Staple application in upper left-hand comer, or clip u'ith one binder clip. Do not pl.ce in
a spiral binder, three-ring binder. or reDort cover.
Please place a tabbed divider between each attachment. Each vessel within the overall
project will be a separate section ofthe application. A separate removal quote must be
given for each vessel in the project. A single quote for all vessels *ill not be acceptable.
The total project cost must also be given in the application.
