EXECUTIVE SUMMARY
Recommendation to award Request for Professional Services (RPS) 17-7199, “Design Services
Collier County Sports Complex” to Davidson Engineering, Inc., for professional engineering
services in the amount of $4,854,383, authorize the Chairman to execute the attached contract and
that the Board of County Commissioners (Board) make a finding that this expenditure promotes
tourism.
OBJECTIVE: To procure professional engineering services for the design and construction of the
Collier County Sports Complex.
CONSIDERATION: On March 27, 2018, the Board accepted the selection committee ranking and
authorized staff to negotiate a contract with the top-ranked firm, Davidson Engineering, Inc., for design of
the Collier County Sports Complex (Agenda Item 16D15). Pursuant to the Competitive Consultant’s
Negotiation Act, Florida Statute Section 287.055, staff negotiated and reached an agreement with the top-
ranked firm, Davidson Engineering, Inc., for a contract in the amount of $4,854,383 for all professional
services. The attached contract includes permitting, final design plans and specifications, and post design
services for Phase I (CityGate Parcel) and all phase 1 items as well as a conditional use zoning permit for
Phase II (CC-305 Parcel) for complete design and construction services for the Collier County Sports and
Special Event Complex.
FISCAL IMPACT: The contract amount is $4,854,383. Funds are provided for the Collier County
Sports Complex Project within Tourist Development Council (TDC) Capital Projects Fund (758) Project
No. 50156. The current budget provides for an initial purchase order of approximately $3,400,000 with
the balance of funding provided in the FY 19 budget.
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to
this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval. -SRT
ADVISORY BOARD RECOMMENDATIONS: On June 13, 2017, at the joint BCC/TDC meeting, a
motion to approve the Sports Complex and the addition of the 5th percent of Tourist Development tax was
unanimously approved (5-0 Agenda Item 11A), as supported by the TDC’s unanimous recommendation
(9-0), also on June 13, 2017, concerning the expenditure of funds for the Collier County Sports Park and
the addition of the 5th percent of Tourist Development Tax with a finding that this project expenditure
promotes tourism.
RECOMMENDATION: To approve the award of Contract Number 17-7199 to Davidson Engineering,
Inc., for the Collier County Sports Complex Design (Project No. 50156), authorize the Chairman to
execute the attached contract, and make a finding that this action promotes tourism.
