Agenda 06/12/2018 Item #11B06/12/2018 EXECUTIVE SUMMARY Recommendation to accept staff’s presentation on the status of the Sports and Special Event Complex project and seek preliminary guidance for the design stage moving forward. OBJECTIVE: to provide the Board a status report on the project and receive preliminary guidance from the Board after reviewing staff’s presentation. CONSIDERATIONS: On June 13, 2017, the Board authorized staff to proceed with the development of the sports and special event complex. Since that time, staff has been diligently moving through the various phases required to deliver a world class facility. A Construction Manager at Risk (CMAR) contract was finalized with Manhattan Construction. The zoning and property acquisition has been completed. The delivery team and Hunden Strategic Partners (HSP) have completed their preliminary research and outreach on facility component identification. Davidson Engineering, Populous and Parker/Mudgett/Smith have been selected to be the complex designers, and the team is still moving forward on soliciting a naming rights and a private firm to market and manage the facility. A project delivery team was created made up of key stakeholders to make sure every characteristic of a successful project was being covered. The team includes individuals with various specialties and skill sets from within the County Manager’s Agency as well as members from the Tourist Development Council, Collier County Sports Council, and consulting firms. In January of this year, members of the team traveled to venues within the State of Florida to increase their understanding of what aspects to incorporate into the facility and learn about potential issues and opportunities to take advantage of and to avoid. These facilities were identified to be leaders in the industry, located within Florida, and represented a diverse array of facility and management types. Using the information from the facility visits, the team further refined the potential layout and developed an amenities list. A survey was distributed to promoters, sports organizations, participants, and spectators to help rank their amenity observations. The result of the team’s research and survey results indicates that the facility should be primarily, if not completely, made up of multipurpose fields. The original concept provided for 8 multipurpose fields and 8 baseball/softball fields. While this concept would enhance and satisfy local demand, it lacks the critical mass to achieve national size event standards in either category. As Lee County continues to expand their baseball/softball presence, Collier County would be better served from a sports tourism perspective to focus on multipurpose field space. Included in this agenda item are two reports by HSP. Staff and HSP will provide a brief presentation, provide options, and be available for questions. FISCAL IMPACT: There is no fiscal impact associated with this executive summary. Interviews were conducted with several facilities in order to gain insight on operations, lessons learned and best practices. Field breakdown, notable users and pros / cons are also indicated throughout the profiles.
