the meeting ofJune 12,2018 regarding the above referenced subject.
Your petition to the Board of County Commissioners will be limited to one speaker for no more than ten
minutes. Please be advised that the Board will take no action on your petition at this meeting. However,
your petition may be placed on a future agenda for consideration at the Board's discretion. Therefore,
your petition to the Board should be to advise them of your concern and the need for action by the Board
at a future meeting. Please be prepared to respond to inquiries by Board members.

Written explanation for formal request to be placed on the agenda for the next BCC meeting.
Juice Technologies, Inc. dba Plug Smart (fka Juice Technologies LLC), a company that was
started in Naples ten years ago by our founder and CEO, Rich Housh who has been a Naples
resident for 19 years. Another Naples resident, Dolph von Arx, was one of our founding Board
members and served on the Plug Smart Board of Directors for 8 years. Plug Smart is an
employee owned company so all of our people are partners.
The Plug Smart Team works every day from our local office which is located near downtown
Naples, and from the campus of NCH, our largest local client, We serve many Collier and Lee
county commercial clients, including Collier County Government. Plug Smart also has customers
which we service from our local ofnce, from Naples all the way to Orlando. Our Florida business
is growing and prospering, and we are continuing to expand our Southwest Florida office to keep
up with market demands,
In the past ninety days, Plug Smart has reviewed several solicitations and RFPt that have come
out for bids from Collier County Proerement where we have been penalized 10% of our total
score, based upon a very small technicality that recendy prevented us from b€ing awarded a
contract from Collier County Procurement. We finished second to a Lee County based competitor
who received the 100/0 credit for being "local", due to an outdated reciprocity agreement between
our county and Lee County. As business operdtors and tax payers in Collier County, we do not
believe that preference treatment for any vendor, whether they meet some subjective criteria for
being considered "local" or not, makes any economic sense whatsoever for Collier County
Government and its taxpayers.
We respectfully request that this matter be placed on the formal agenda for the next BCC
meeting, and until the time when the current "local vendor preference" policy is rescinded or
modified to favor Team Plug Smart as a local vendor, any/all Solicitations for HVAC, Security,
Access Controls, or Energy Management. be placed on "hold" temporarily.
