COLLIER COUNTY ORDINANCE NO. 2003-53, AS AMENDED,
REQUIRES THAT ALL LOBBYISTS SHALL, BEFORE ENGAGING
IN ANY LOBBYING ACTIVITIES (INCLUDING, BUT NOT
LIMITED TO, ADDRESSING THE BOARD OF COUNTY
COMMISSIONERS), REGISTER WITH THE CLERK TO THE
BOARD AT THE BOARD MINUTES AND RECORDS
DEPARTMENT.
REQUESTS TO ADDRESS THE BOARD ON SUBJECTS WHICH
ARE NOT ON THIS AGENDA MUST BE SUBMITTED IN WRITING
WITH EXPLANATION TO THE COUNTY MANAGER AT LEAST
13 DAYS PRIOR TO THE DATE OF THE MEETING AND WILL BE

4. Update on Hurricane Charley and its affect on Collier County - Dan
Summers, Collier County Emergency Management Director
A. General Assessments:
· Stabilization of the community
· Life safety issues: no deaths reported and no missing persons
· Hospitals - no sign of damage or outages
· Nursing Homes - no damage

· EMS - mutual aid assistance to Lee/Charlotte (Lee County lost
both helicopters)
· Sheriff - is responding/assisting
· Sprint - some outages
· Cellular Service - fair
· FPL/Lee CoOp - call to register for restore
· Water - no report of problems; inspect private wells before
drinking
· Sewer System - reenergizing lift stations
· Property Loss - minor glass and debris wino major structural
failures
· Road Conditions - major roads open, secondary roads are
being cleared; All major intersections without signals working
are to be treated as 4-way stop
· Web site -11,000 hits
· Wind Speeds - 90 miles per hour winds
· FEMA - Advise community that their primary insurance
carrier is the first one to pay, then FEMA, Red Cross, etc.
· Beaches - being assessed
· Local Area - Community Development and Environmental
Services have sent out 25 teams to assess debris and how to
handle it
· Assistance - all agencies are going to help and assist other
areas
· Donations - Only is specifically requested; Need cash to
help/assist Lee and Charlotte Counties
· Mutual Aid Resources: scheduling and shift work to be
coordinated by the EM Director
5. City of Naples Update - Bill Barnett, Mayor of Naples, FL
A. Police and EMS are doing a great job
B. Major Issues for City: Horticultural damage and the power
needs restoration
C. Request: Need to work on mandatory evacuation plan and
make it more clear as to what is expected

6. Public Utilities Update - Jim DeLony, Public Utilities Administrator
A. No reports of overflows
B. Lift station to be pumped down
C. Needs public to keep this office informed of any problems
D. Customer Service Phone Number: 403-2380
E. Normal pickup for solid waste
F. Lifting the limits on size/length of branches for pickup by
increasing the length of tree trunks to 2-feet - to help
remove debris from the area
G. Beaches - surveying the areas
1) Damage to dune system
2) Lots of debris
3) If public observes problems, please notify
7. Community Development and Environmental Services - Joe Schmitt,
CDES Administrator and Bleu Wallace, Operations Director
A. Update:
1) 25 teams have been sent out and each team includes
one Code Enforcement Officer and one Building
Inspector
B. Assessments:
1) If property has a RED Card - there is structural
damage and is unsafe (DO NOT ENTER)
2) If property has a YELLOW Card - there is some
apparent structural damage, but it remains safe for
habitation
3) If property has a GREEN Card - there is no damage
and it has been inspected
8. Collier County Sheriffs Department - Don Hunter, Sheriff
A. Action:
1) Reaffirm the need for curfews due to the lack of
power, traffic controls, and alarm systems are out of
order; Curfew needed from 10 p.m. to 6 a.m. and
especially in the North areas

2) Consideration for additional signage at intersections
so that regular officers can return to their regular
duty assignments

Motion to extend curfew through tonight and the sheriff to extend
if he deemed necessary - Resolution 2004-246 (from last night)
and Resolution 2004-247 Adopted - 5/0

available at 403-2440; check with Contractors' Licensing
Board to make sure contractor is licensed
