EXECUTIVE SUMMARY Recommendation to approve • and execute documents necessary for the conveyance of utility easements on County property located at the Naples Zoo, 1590 Goodlette -Frank Road, to the City of Naples, at no cost to the County. OBJECTIVE: To convey two utility easements to the City of Naples for potable and irrigation water infrastructure installed on County property. CONSIDERATIONS: On June 12, 2012, approval was given by the Collier County Board of County Commissioners under Agenda Item 16D8 to proceed with the construction of an expansion of the Naples Zoo. Within the projected scope of work, the project included the installation of a new fire line fed by irrigation water and a new potable water line and meter. The utility facilities constructed are located within the Naples Zoo leased property owned by Collier County and consist of new connections to the existing potable and irrigation water mains owned and maintained by the City of Naples. City of Naples Utilities Department currently provides the water and irrigation water utility services in the area and will be providing the additional utility services to the newly installed fire and potable water lines at the Naples Zoo. As a condition to providing these services, the water line facilities need to be conveyed to the City of Naples for service and maintenance on the lines. A location map is attached for reference. FISCAL IMPACT: The total cost for recording the two utility easements will be paid by the Naples Zoo. The Naples Zoo will also be responsible for future related water and irrigation water utility charges. LEGAL CONSIDERATIONS: The two Utility Easement documents have been reviewed and approved for form and legal sufficiency by the County Attorney's Office. This item requires majority vote for approval.- ERP GROWTH MANAGEMENT IMPACT: The Naples Zoo is inventoried in the Collier County Growth Management Plan. The conveyance of these facilities is consistent with the Growth Management Plan. RECOMMENDATION: That the Board approves the two Utility Easements, and authorizes the Chairman to execute the aforementioned documents; and also for the Board to direct the County Manager or his designee to proceed to follow all appropriate closing procedures and record the aforementioned documents in the Public Records of Collier County, Florida.
