EXECUTIVE SUMMARY
Recommendation to approve a Grant Agreement Amendment for the U.S. Department of Housing
and Urban Development (HUD) to accept the Second Allocation of the Emergency Solutions Grant
(ESG) in the amount of $53,219.
OBJECTIVE: To accept the second allocation of Emergency Solutions Grant funds from HUD.
CONSIDERATIONS: In order to receive the second allocation of ESG funds for FY2011 -2012,
a substantial amendment to our FY2011 -2012 Action Plan for the ESG Program was prepared,
reviewed and approved for submittal to HUD by the Board of County Commissioners at the May
8, 2012 meeting (Item # 16.1).10). This allows Housing, Human and Veteran Services to support
the homelessness prevention/homeless outreach assistance rapid re- housing assistance
component of the grant program. The funds are to be expended within 24 months of the date of
the agreement signed by HUD and require a 1 to 1 match.
Collier County's FY2011 -2012 Emergency Shelter /Solutions Grant (ESG) funds were divided
into two allocations. The first allocation of $94,611 was subject to emergency Shelter Grant
program regulations and was awarded to The Shelter for Abused Women and Children.
The County's second allocation of $53,219 must be used exclusively for homelessness
prevention/homeless outreach assistance rapid re- housing assistance, Homeless Management
Information Systems (HMIS), and /or administration. This item is to approve an amendment to
the Grant Agreement in order to accept the second allocation. The award of the subrecipient
agreement of the second allocation will be presented to the Board at a later date.
FISCAL IMPACT: Budget amendments recognizing the grant award and required match will be
presented to the Board at the same time as the subrecipient agreement. We anticipate the match
will be provided by the future subrecipient.
LEGAL CONSIDERATIONS: This item is legally sufficient and requires a majority vote. -JBW
GROWTH MANAGEMENT IMPACT: Approval and execution of the grant agreement will further
the goals, objectives and policies of the County's Growth Management Plan.
RECOMMENDATION: To approve and authorize the Chairman to execute a Grant Agreement
amendment to accept the second allocation of ESG funding in the amount of $53,219.

Grant Agreement: This Grant Agreement between the Department of Housing and Urban Development (HUD) and the above named Grantee is
made pursuant to the authority of Subtitle B of Title IV of the McKinney -Vento Homeless Assistance Act (42 U.S.C. 11371 et seq.). The Grantee's
submissions under 24 CFR Part 91 that pertain to this Grant, the HUD regulations at 24 CFR Part 576 (as now in effect and as may be amended from
time to time), section 100261 of the Moving Ahead for Progress in the 21st Century Act (Public Law 112 -141), and any special conditions attached to
this Grant Agreement constitute part of this Grant Agreement. Subject to the provisions of this Grant Agreement, HUD will make the Grant available
to the Grantee upon execution of the Grant Agreement by the Grantee and HUD. The Grant may be used to pay costs incurred after the date specified
