EXECUTIVE SUMMARY Recommendation to approve Collier County's Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) and Emergency Shelter Grant (ESG) Consolidated Annual Performance and Evaluation Report (CAPER) for Fiscal Year 2011 -2012 as required by the U.S. Department of Housing and Urban Development (HUD); approve the CAPER Resolution; and authorize the Chairman to certify the CAPER for submission to HUD. OBJECTIVE: For the Board of County Commissioners (BCC) to approve a Resolution accepting the Consolidated Annual Performance and Evaluation Report (CAPER) for Community Development Block Grant (CDBG), HOME Investment Partnership (HOME) and Emergency Shelter Grant (ESG) programs for fiscal year 2011 -2012 as required by HUD, and authorize the Chairman to certify the CAPER for submission to HUD. CONSIDERATIONS: Collier County, along with the participating cities of Naples and Marco Island, became eligible to receive federal entitlement funds on an annual basis through the CDBG program in 2001. Collier County became eligible to receive HOME funds on an annual basis in 2003 and qualified for ESG entitlement funds in 2004. HUD requires all entitlement communities to prepare a CAPER to evaluate the recipient's compliance with federal statutes and the organization's capacity to implement and administer the federally funded programs. The CAPER provides a review of the progress made toward meeting overall goals and objectives identified in the Five -Year Consolidated Plan and One -Year Action Plan. The completed CAPER must be received by HUD no later than ninety (90) days after the end of the program year. This year the CAPER is due to HUD no later than December 28, 2012. Copies of the draft CAPER were made available for public review and comment during the required 15 -day comment period (October 29, 2012 through November 13, 2012). Copies of the draft document were made available at the Collier County Housing, Human and Veteran Services Department, the Collier County Communications and Customer Relations Department, local libraries, and on the County website. Due to the size of the CAPER, the document is not included as an attachment, but was provided under separate cover to the Board of County Commissioners, as well as members of the County administration. Packet Page -2897- 12/11/2012 Item 16.D.1. FISCAL IMPACT: $2,924,419 in CDBG, HOME and ESG entitlement funds was available for federally funded activities in FY 2011 -2012. Any available drug counseling, rehabilitation, and employee assistance programs; and d. The penalties that may be imposed upon employees for drug abuse violations occurring in the workplace; 3. Making it a requirement that each employee to be engaged in the performance of the grant be given a copy of the statement required by paragraph 1; 4. Notifying the employee in the statement required by paragraph 1 that, as a condition of employment under the grant, the employee will - a. Abide by the terms of the statement; and b. Notify the employer in writing of his or her conviction for a violation of a criminal drug statute occurring in the workplace no later than five calendar days after such conviction; 5. Community Development Plan -- Its consolidated housing and community development plan identifies community development and housing needs and specifies both short-term and long -term community development objectives that provide decent housing, expand economic opportunities primarily for persons of low and moderate income.
