EXECUTIVE SUNUVIARY Recommendation to accept a Speed Limit Study Report and adopt a Resolution authorizing a speed limit decrease from thirty miles per hour (30 mph) to twenty -five miles per hour (25 mph) on Danford Street from Bayview Park to Hamilton Avenue at a cost of approximately $200. OBJECTIVE: To decrease the speed limit on Danford Street from Bayview Park to Hamilton Avenue. CONSIDERATIONS: The Traffic Operations Section of the Transportation Engineering Department, Growth Management Division, conducted an engineering and traffic investigation study to determine the appropriate speed limit along Danford Street from Bayview Park to Hamilton Avenue. The study segment is approximately 1800 feet long with a posted speed of 30 mph. Florida Statutes require that the change of speed zone values as outlined in Sections 316.183 and 316.189 be based upon an engineering and traffic investigation study. The investigation is to include, but is not limited to, the measurements of prevailing speeds and other traffic engineering evaluations contained in the "Speed Zoning for Highways, Roads and Streets in Florida" manual (FDOT Manual Number 750-010-002,2010 Edition). This manual was developed by the Florida Department of Transportation to promote uniformity in the establishment of state, municipal and county speed zones throughout the State of Florida. Upon completing an engineering and traffic investigation study, Section 316.189 F.S. provides that the Board of County Commissioners (Board) may set speed zones after the investigation determines such a change is reasonable and in conformity to criteria promulgated by the Florida Department of Transportation. The completed engineering and traffic investigation study found that a lower speed limit of 25 mph on Danford Street from Bayview Park to Hamilton Avenue is warranted and that the change is reasonable and in conformity with the defined criteria. FISCAL IMPACT: The estimated cost of installing the 25 mph speed limit signs and removing the existing 30 mph signs will be approximately $200.00. These funds are budgeted and available within Traffic Operations (General Fund 101). LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, is legally sufficient for Board action and only requires a majority vote for approval—SRT. RESOLUTION NO. 2012 - A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, AUTHORIZING A SPEED LIMIT DECREASE FROM THIRTY MILES PER HOUR (30 MPH) TO TWENTY-FIVE MILES PER HOUR (25 MPH) ON DANFORD STREET FROM BAYVIEW PARK TO HAMILTON AVENUE. WHEREAS, Chapter 316, Florida Statutes, permits the Board of County Commissioners to alter established speed limits on roads under its jurisdiction; and WHEREAS, Danford Street falls under the jurisdiction of the Board of County Commissioners; and WHEREAS, in accordance with Section 316, Florida Statutes, the Board of County Commissioners may after such existing speed limits as may be appropriate upon the basis of an engineering and traffic investigation; and WHEREAS, the results of such engineering and traffic investigations determined that the decreased speed limit is reasonable and safe under the conditions found to exist and it conforms to criteria promulgated by the Florida Department of Transportation and Collier County. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that: 1. The Board of County Commissioners does hereby establish a 25 miles per hour (25 mph) speed limit on Danford Street from Bayview Park to Hamilton Avenue and does hereby direct the County Manager or his designee to erect appropriate speed limit signs giving notice thereof. 2. A copy of this Resolution shall be forwarded to the Collier County Sheriffs Office for proper enforcement of the established speed limits for Danford Street within the designated segment. 3. SPEED LIMIT STUDY REPORT Danford Street October 15, 1012 By Eugene Calvert, PE, PTOE Responding to an external request from an area resident, the Traffic Operations Section of the Transportation Engineering Department has conducted an engineering and traffic investigation study to determine the appropriate speed Iimit on Danford Street. The primary purpose in the establishment of a speed zone is to improve vehicular and pedestrian safety by reducing the probability and severity of crashes. A speed limit notifies the driver of the maximum operating speed that is considered reasonably safe in optimum weather and visibility condition. It is intended to establish the speed limit which a normally prudent driver can perceive and react safely. Figure I Vicinity Map — Danford Street The establishment including any alteration and posting of speed limits on county streets and highways, as set forth in Section 316.189, F.S., must be based on an engineering and Packet Page -2129- 12/11/2012 Item 16.A.4. traffic investigation that determines such a posting is reasonable and in conformity to criteria promulgated by the Florida Department of Transportation (FDOT). Figure 2 Location Map .& s Danford Street is a County maintained street located within the development known as Naples Bayview Subdivision. It is the connecting street between Hamilton Avenue and Bayview Park and is functionally classified as a'local street. Bayview Park is a public park maintained by Collier County that has a public boat ramp, providing access to Naples Bay and the Gulf of Mexico. The use of Bayview Park by recreational boaters is particularly heavy on the weekends. Danford Street is a two lane roadway of with 9 foot wide travel lanes and 5 foot paved shoulders with centerline markings. The street has no curb and gutter with drainage provided by roadside swales. The roadway has a clear zone of approximately 10 feet. There are no sidewalks along the street; however area residents do walk along the paved shoulders of the roadway. Currently the posted speed limit is 30 mph. The street is approximately 1800 feet (0.34 miles) in length and provides access to 26 existing residential homes on both sides of the street. There are 37 driveways connecting to Danford Street within the easterly 1300 feet of the roadway and it is considered to be within a residence district as defined by Section 316,003(38), F.S. 2 Packet Page -2130- 12/11/2012 Item 16.A.4. Figure 3 Danford Street Due to the limited parking within Bayview Park, recreational boaters will typically park along the roadway on the westerly 500 feet of Danford Street and along Hamilton Avenue. As a result, there is heavy pedestrian use in the street when boaters park their vehicles and return to their boats even though there are no sidewalks along Danford Street. DESIGN CHARACTERISTICS Section 336.045 of the Florida Statutes requires that the "Manual of Uniform Minimum Standards for Design, Construction and Maintenance for Streets and Highways" also known as the Green Book, be utilized for all public roads in the state unless a municipality or county has adopted other criteria. Collier County utilizes this manual for all of the roads in its highway network. The standards within the manual are intended to provide basic guidance for developing and maintaining a highway system with reasonable operating characteristics and minimum number of hazards. The manual states that the safety characteristics of the design should be given primary consideration. Roadside clear zones provide an area outside the traveled way that can be used by drivers of errant vehicles to regain control of their vehicle and to avoid or reduce the consequences of a collision with a roadside object. The minimum required width of a clear zone is dependent upon the type of roadway and its design speed. Table 3 -12 below is from the 2011 Green Book and defines the minimum distance from the travel way to a roadside object such as a light pole or a tree. Streets and highways without curb and gutter are generally considered to be rural roadways. Based upon the clear zone distance along the streets in. Danford Street, the clear zone is not a limiting factor for the appropriate speed limit. There has been one (1) reported crash during the seven year period in the study area. The reported crash was a run-off the road crash. The crash experience of the roadway is not a limiting factor for reducing the existing speed limit. Florida Statutes require that the change of speed zone values as outlined in Sections 316.183 and 316.189 F.S. be based upon an engineering and traffic investigation. The investigation is to include, but is not limited to, the measurements of prevailing speeds and other traffic engineering evaluations contained in the "Speed Zoning for Highways, Roads and Streets in Florida" manual (FDOT .Manual Number 750 -010 -002, March 2010 Edition). This manual was developed by the Florida Department of Transportation to promote uniformity in the establishment of state, municipal and county speed zones throughout the State of Florida. Three types of data were utilized in determining the prevailing speed: 85`" percentile speed — the speed which 85 % of the motorists drive at or below, the upper limit of the 10- mph pace — the 10 mph range that most people drive and the average test run speed. The reasoning behind the foregoing investigations is that the majority of drivers travel at reasonably safe speed for the various roadway conditions encountered, and that these investigations help determine what may be reasonable speed limits. ^ A speed study was conducted during a three day period of July 20, 21 & 22, 2012. The following data were collected: Date Volume AD 85% Speed 10-mph Pace Field Test Speed July 20 413 31.9 20.1-30.1 25 July 21 638 3.1.9 21.5-31.5 25 July 22 406 31.7 20.3-30.3 25 *West of Hamilton Avenue According to the above referenced FDOT speed zoning guidelines, a speed limit should not typically differ from the 850' percentile speed or upper limit of the 10 -mph pace by more than 3 mph and it should not be less than 8 mph. A speed limit of 4 to 8 mph less than the 85th percentile speed shall be supported by a supplemental investigation, which identifies the following: • There are road or roadside features not readily obvious to the normally prudent driver, such as length of section, alignment, roadway width, surface condition, sight distance, traffic volume, crash experience, maximum comfortable speed in curves, side friction (roadside development), signal progression, etc. 5 Packet Page -2133- 12/11/2012 Item 16.A.4. � Based on the guideline, the measured 851" percentile speed of the street is less than 32 mph, as well as the 10 -mph pace speeds would normally yield a 30 mph speed limit. However, the relatively narrow 9 foot wide travel lanes and the lack of sidewalks along the roadway, creating pedestrian traffic in the travel lanes are features that may not be readily obvious to the normally prudent driver. Therefore it is appropriate to set a 25 mph speed limit for Danford Street. Field vehicle test runs also indicated that 25 mph is safe and comfortable speed to travel on the subject roadway segment. A 25 mph speed limit is in compliance with the FDOT speed zoning guidelines and it is appropriate to establish a 25 mph speed limit for Danford Street. The study found that a 25 mph speed limit is an appropriate and safe speed for Danford Street. The current speed limit for this street is currently 30 mph, therefore it is recommended to reduce the speed limit on Danford Street from 30 mph to 25 mph.
