EXECUTIVE SUMMARY
Recommendation to review the Growth Management Division's (GMD) progress implementing an
electronic plan submittal and digital plan review system and further; to authorize one additional Full
ime Employee (FTE) to manage the system.
VIMEC;11 V H:: To provide the Board of County Commissioners (Board) with an update of efforts implementing
a 24/7/365 electronic plan submittal portal and digital plan review system (e- Permit). To also seek authorization
for a FTE that will manage reliability, upgrades and training required to successfully implement and maintain
the integrity of the E- Permitting system.
CONSIDERATIONS: Currently, the County's building permit review and approval process is primarily a
hard -copy process, requiring numerous printed plan sets, and the physical presence of the customer at key
junctures in the application process. The e- Permit module known as Sire ActiveReview is a specialized
electronic content management (ECM) application that was approved by the Board (contract #08 -5009, change
order #2). That decision leveraged the relationship with the County's existing underlying ECM platform vendor.
The design of the e- Permit system has included feedback and suggestions from walk -in customers, design
professionals, industry representatives, Development Service Advisory Council (DSAC) members and
permitting officials throughout its development, with the goal of providing the most efficient and effective
electronic plan submittal portal and digital plan review system tool possible.
In accordance with Florida State Statutes and the Florida Building Code, E- Permitting will accept electronically
signed and sealed documents from design professionals. For those clients who choose to utilize this application,
they may electronically submit permits for review, without any need for multiple hard -copy sets of plans. Once
deceived from the applicant, plan sets will be routed digitally, versus manually, to all required internal and
.ternal agencies (Le. Fire. Official, Health Department, etc.).
This new capability will streamline and enhance the application, review, and approval process for the County
and it will significantly improve our customers' experience in the following ways:
• Applications can be submitted 24 hours a day - 7 days a week - 365 days a year from the home or office.
• Dynamic application collects specific information relevant to each permit type, creating a more efficient
application process.
• Multiple sets of paper blueprints and their associated printing and copying costs will be eliminated.
• Travel to our physical offices and the associated fuel cost and travel time will be significantly reduced.
o Traffic congestion (trips) and vehicle emissions will be reduced.
• Review comments will be visible and specific on the electronic plan set where a correction is required.
The e- Permit system is currently being tested with industry professionals and will be available for use by all
building permit clients in January/February of 2013. After a successful building department implementation,
Planning and Zoning will be introduced to the system next. The County Manger has also directed that GMD
staff expand the system so that the entire agency can eventually benefit from digital plan submittal and review.
GROWTH MANAGEMENT IMPACT: This item does not conflict with the Growth Management Plan.
FISCAL IMPACT: Upon approval for an FTE, staff will develop the specific job classification requirements
consistent with the agency's HR procedures. The funds will be initially budgeted out of fund 113. As the
,,�ogram expands to other applications and uses within the GMD and eventually the agency, funding obligations

LEGAL CONSIDERATIONS: This is a policy issue for. the Board, raises no legal issues, and requires
majority vote for direction. -JAK.
RECOMMENDATION: That the Board re- affirms its direction to implement an e- Permit system ands
authorizes the County Manager or his designee to add one additional FTE to manage the system and; authorize
a budget amendment out of 113 reserves to fund the additional salary. The specific position classification and
salary range will be brought back to the Board at a future meeting for approval.
