EXECUTIVE SUMMARY Recommendation to the Board of County Commissioners acting as the Community Redevelopment Agency (CRA) to approve amending the Immokalee Business Development Center's (IBDC) Proposal, IBDC Application, and IBDC Policies and Procedure Handbook. Obiective: To amend the current IBDC's Proposal, IBDC Application, and IBDC Policies and Procedures Handbook to reflect that the center is not located at the Immokalee Airport. Considerations: On March 9, 2010, the Board of County Commissioners acting as the Community Redevelopment Agency (CRA) approved the IBDC's Proposal, IBDC Application, IBDC Policies and Procedure Handbook, and IBDC Proposed Lease Agreement. The' Immokalee CRA desires to amend the current recorded documents to properly reflect the location and the organizational structure of the IBDC. On October 17, 2012, at a regular meeting of the Immokaiee CRA Advisory Committee, the committee voted unanimously to support amending the current IBDC's Proposal, IBDC Application, and IBDC . Policies and Procedure Handbook. Fiscal Impact: There is no fiscal impact associated with this recommendation. Growth Mana ernent: The Immokalee Business Development Center furthers the programs and projects within the budgetary and policy guidance and directives of the Community Redevelopment Agency and the Board of County Commissioners in furtherance of Policy 4.2 of the Future Land Use Element of the Growth Management Plan which reads as follows: ° ***'The Immokalee Area Master Plan addresses conservation, future land use, population, recreation, transportation, housing, and the local economy. Major purposes of the Master Plan are coordination of land uses and transportation planning, redevelopment or renewal of blighted areas, and the promotion of economic development." Immokalee Business Development Center I MM Today IMMOKALEE BUS1NESs DEVELOPMENT CENTER The Immokalee Business Development Center (IBDC) fulfills a valuable role in Immokalee and eastern Collier County by nurturing new and needed business enterprise. However, there must be agreement on commitment to the purpose of its existence by all parties responsible for IBDC operation.. While obviously interested in providing opportunities to entrepreneurs in the Immokalee community, the IBDC also must balance the need to serve that constituency with the necessity of achieving self-sufficienc y through, in part, full occupancy .and a strong client mix capable of serving the community well. Ample resources are available to meet the technical assistance needs of IBDC clients. Relationships with universities, technical schools, .governmental agencies and other entities currently exist and can be further developed .for the benefit of IBDC clients. IBDC management can also provide on -site technical assistance to .clients on an as needed basis. More followed, and in 1984 the Small Business Administration began actively promoting the development of business incubators. In 1985 the National Business Incubation Association (LABIA) was organized with 40 founding members and today has grown to a rneiribership of more-than 800. According to a recent LABIA survey there are now 550 business incubators in operation housing; and assisting development of nearly 8000 business — an average of nearly 15 businesses within each incubator. In :addition, approximately 4500 'businesses that .began in . a business :incubator have graduated and are now operating. on their own — a total that represents 80% of businesses that were started in incubators. Business incubators are operated to, specifically, assist a start up enterprise. Assistance is generally provided n. the following areas: • Flexible .space and leases. Rental rates are often, initially, at below market rates, but gradually increase over the term of the lease. • Fee based support services. Copier, clerical services, and meeting facilities are made available at minimal cost. +� • Technical assistance is available from onsite counselors at no charge. Off site TA is made available, and partially or fully underwritten, through channels approved by incubator management. • Business incubators are owned and . operated by a variety of entities: 51% by non profit organizations, either public or private.; 27% by universities; 16 % as a joint effort of government, non-profit,.-and private groups; 8% as for profit; and 5% other. The most common types of business using .incubators are: Iight manufacturing, technology; service and new product development (R&,D). Limited numbers of construction, sales and marketing; and wholesale enterprises occupy incubator space. And; although the most numerous in terms of overall start up businesses, retailing is generally considered a poor fit for business incubators. Immokalee Business Development Center IMM Today • Vision Statement The IBDC would create a beehive of activity; a center for entrepreneurial creativity; a centerpiece for the community; a center of learning; and a place for social activity. Mission Statement The IBDC is a learning laboratory for entrepreneurial enterprises. Although the IBDC has operated very successfully for the. past two years as an "incubator without walls ", the IBDC is currently conducting a feasibility study to determine the need for a facility that would provide reasonably priced rental real estate and seivices to accommodate the needs of a start up businesses in Immolcalee. In addition, the IBDC provides technical assistance to the entrepreneur so that he .or she may realize the full potential of their business enterprise and of themselves as business owners and managers. IBDC Expectations Hold IBDC management and staff and IBDC clients to higher standard of performance. Management must deliver on promises of assistance to entrepreneurs such as one -on -one . consulting; identification of technical assistance needs and scheduling of appropriate educational opportunities; and maintenance of the facility. Clients must understand the 2 - year rule. Clients must be responsive to technical assistance opportunities. Clients must continually refine the plan for their business. Involve the entire community in the effort to find and nurture new enterprises that will serve needs of the community. Promotional Plans Situational Analysis Historical Background Funding was established in 2009 and a Joint partnership between the Collier County Board of County Commissioners' Airport Authority and the Collier County Community Redevelopment Agency in Immokalee was formed to serve the business development center. Later it was determined that the Airport Authority did not have space available for a business development and the IBDC moved into its current space at 1320 N 15'x` Street in Immokalee. is Packet Page -1237- Packet Page -554- 1 12/11/2012 Item 10. E. Immokalee Business Development Center `MM Today iConsumer Analysis There are multiple consumers to be served by the IBDC. First are individual or groups wishing to start a new business in Immokalee that can utilize the many incentives available to businesses in the Immokalee community. The 1,333 acre Immokalee Regional Airport property sits within a State designated Rural Enterprise Zone. Businesses that are located in this area may at that location be eligible for Jobs tax credits, corporate, sales and use tax credits, Sales tax refunds for business machinery, equipment, building materials, and electrical energy used, Property tax credit, and Community contribution tax credit. The IBDC is also located within a federally designated HUBzone. The Historically Underutilized Businesses Zone (HUBzone) Empowerment Contracting Program provides federal contracting opportunities for qualified small business within the zone. This program fosters the growth of federal contractors. The Immokalee Regional Airport (IMAM and Florida Tradeport is a designated Foreign Trade Zone (FTZ) offering economic advantage to companies that import and export goods. Land within the FTZ is considered outside of US Customs • territory. As a result, duties and taxes are waived when goods enter the zone and /or delayed until the goods are exported out of the FTZ into the U.S. market. The Collier County Board of Commissioners established the Collier Countv Economic Stimulus Program in 2003 to support economic diversification and induce new, high -wage job creation in Collier County by supporting the expansion of existing businesses and offering incentives to attract new industry. Second are consumers who would benefit from the types of products and services offered by IBDC clients' businesses. Third, the taxpayers of Immokalee and Collier County who will benefit from the establishment of new enterprise as long - term viable business, that help to empower the community, create jobs and attract private investment, pay taxes, and generally enhance the quality of life possible for all. Marketing Objectives Consumer Objectives The IBDC will provide its clients with technical assistance necessary to provide them every opportunity to succeed and grow. The IBDC will serve its target market by ensuring knowledge of its existence throughout the area; describing the opportunities it provides for new enterprises to 40 start up in lower risk environment; coordinating support programs focused on the new business /entrepreneur; and publishing success stories of its client businesses. Immokalee Business Development Center LMM Today Competitive Analysis In a recent planning study conducted by Florida Gulf Coast University for the South Florida Regional Planning Council, in the list of recommended actions, the study recommended the following: "Flexible mixed -use incubators with a particular focus should be developed in Charlotte, Collier, Glades, and Hendry Counties. A new incubator should be added every few years to allow for manageable growth and the development of experience and the regional support network. Flexible mixed -use incubators can accommodate technology companies as well as a wide of range of business client companies that meet specific economic development criteria such as diversification, job creation, and higher average wages and incomes. Research has indicated that it is important for rural incubators to tie into an established consulting and mentoring partnership network to compensate for lack of readily available resources. 1" A business development center, operated by Collier County CRA will serve incubation needs of small manufacturing and other enterprises. The IBDC has a unique opportunity, given its location on Hwy. 29 in Immokalee, to serve multiple industries with its incubator. There are many available facilities and locations suited to light manufacturing, service, high tech, and retailing enterprises. While there are multiple sources for technical assistance programs crucial to development of IBDC client businesses, the IBDC will utilize these technical assistance sources to supplement its own program and will not attempt to duplicate existing programs that can be utilized through partnerships with other sources. Create and submit articles to the press outlining activities and success stories. 6. Speak to civic groups about the opportunities available at the IBDC. . 7. Make spokespeople; IBDC staff as well as current clients and graduates, available for press interviews to consistently communicate to target groups. 0 8. WELCOME TO THE IMMOKALEE BUSINESS DEVELOPMENT CENTER! • Entry Criteria Prospective Clients are considered for admission to the .Immokalee Business Development Center (IBDC) without regard to race, sex, age, or disability. All prospective clients are required to complete an application form(s) for admission and to submit a written Business Plan or Business Executive Summary for review by the IBDC Manager. After review, the IBDC Manager presents prospective clients to the Community Redevelopment Agency (CRA) Board (or their designee) for final approval for admission. Following submission of the Business Plan or Executive Summary, the IBDC Manager will review and determine, in conjunction with the applicant(s), an expected date of graduation from the IBDC program. Applicants can expect to continue to receive IBDC assistance for a maximum for two (2) years. The IBDC is essentially a business incubator "without walls ". Currently, participants will not be provided with lease space for their businesses. Staff will provide services both onsite (at the business location) and off site (IBDC Office). The application procedures are as follows: Step 1: Start -up businesses are required to attend the IBDC Entrepreneurial School. This is a set of six two hour classes taught by professionals who are knowledgeable and experience in the successful business development. The purpose of the class is to provide a realistic understanding of the critical issues that must be addressed in any small business. Students are taught how to think, plan, act, and evaluate all aspects of their potential business. The IBDC Entrepreneurial School is optional for owners of existing businesses. Step 2: After completing the IBDC Entrepreneurial School, students interested in participating in the services and support provided by the IBDC will submit a completed application package. Step 3: A one on one interview is scheduled with IBDC Manager. During this interview, an assessment of the clients' needs will be documented. Participants are advised to bring their business plan or business summary. The IBDC Manager will evaluate the person's passion and commitment for the business and whether or not the individual is amenable to training and technical assistance. Step 4: The IBDC Manager will then work with the participant to develop a work plan (in concert with a business plan) that contains quarterly and annual milestones toward the development and growth (and success) of the new or existing business. Once the applicant is accepted into the program, the services can begin immediately. Step 6: IBDC Manager will meet periodically with participants to evaluate the Work Plan. Quarterly meeting will measure the businesses' success attaining of the milestones as laid out in the Work Plan. Services, support and professional technical assistance will be provided for a two year timeframe. Should problems arise or milestones not met, the IBDC Manager will work with the entrepreneur to develop alternate strategies toward success. Entrepreneur School The purpose of the IBDC Entrepreneur School is to provide an approach and a method for thinking through development of a new business ideas or the growth of an existing small business. The program provides direction to the entrepreneur on critical issues that must be addressed in any small business if it is to have a reasonable chance to succeed in a competitive market. Course Outline Session 1 Identify traits shared by successful entrepreneurs. Review options for legal structure of small business. Introduce concept of mission statement. i Session 2 Examine why every business should have a business plan. Session 3 Dig more deeply into identifying "the business" idea. Session 4 Identifying key elements of a successful marketing plan. Session 5 Demonstrate a practical approach to financial planning. Session 6 Alternative ways to start a business: buying an existing business; buying a franchise. Education/Development and Application/Evaluation The services offered by the IBDC will be delivered in a two prong process: Education/Development and Application/Evaluation. Participants will be provided various resources and technical assistance on different issues in an effort to educate them on managing a successful and viable business. 14 Packet Page -1245- Packet Page -562- • 1 12/11/2012 Item 10. E. lmmokatee Business Development Center IMM Today • To assess progress and record milestones, participant's application of resources and performance will be evaluated during quarterly meetings and counseling sessions. • It is specifically acknowledged and agreed -by the participant that while enrolled in the program, the IBDC staff may make technical assistance suggestions regarding the operation of the client's business, but client will make the final decision as to whether or not to accept and implement the suggestions. Nothing contained in the application or in any other document between the client and the IBDC shall be construed as creating an agency or partnership between the client(s) and the IBDC. Educational Services Business Planning Participants will learn the essential elements of a good business plan and the benefits of a comprehensive, well thought out plan. Although IBDC staff will not write the business plan for the participant, on -going assistance will be available during the construction of the business plan. Another service provided by the IBDC is assisting participants in finding the best location for their business. Technical Support Participants are assisted with instruction on Web Page design and upkeep, computer equipment needs /assessment and office automation to fit the needs of each individual entrepreneurial venture. Financial Guidance Participants are provided with resources on how to procure funding for their business venture. The IBDC will use professionals from different financial institutions and government entities to conduct workshops and seminars on a myriad of financial topics. The IBDC will maintain a data base of potential funding sources. Workshops Topic oriented workshops will be provided as a means to deliver current/updated information. Experienced professionals will provide training and seminars on graphic designs, research methods, marketing, financing and web site design and development. Counseling IBDC Manager will meet monthly and quarterly with participants to evaluate business performance and to assess whether or not resources are being applied properly or if additional resources are required. Compulsory Services Counseling and Advisory Services The participant is obligated to allow the IBDC Manager to enter the firm's premises to review and inspect its books and records for the purpose of monitoring performance. A mandatory quarterly meeting to review all aspects of business performance; including books will be scheduled by the IBDC Manager. This meeting will allow the IBDC Manager and the participant to evaluate the success of the business and develop strategies as needed. Facilities and Equipment Participants will have use or access to the following: • Conference Room • Training Room • Computer Lab • Photo Copier • Please note: there is a charge for copies, please see IBDC staff for current rates. • Optional Services . • The IBDC staff will assist the client(s) in retaining the following "optional services ". • Clerical Services • Clients may select the following services; filing, photocopying, word processing, and typing. • Coordinated Shipping and Receiving, (i.e., Federal Express, Airborne and UPS). • Administrative Polices The Community Redevelopment Agency has the authority to establish the annual budget for the IBDC. The IBDC is a member of the National Business Incubation Association and the Florida Business Incubation Association. Staff Staff for the IBDC consists of the Immokalee CRA Executive Director, the IBDC Manager, an Administrative Assistant and various instructors.
