EXECUTIVE SUMMARY Recommendation to reject all quotes for the Woodcrest Drive Utility Extension Phase 1, Segment C Project, and re -quote under Project Numbers 70071 and 70044. OBJECTIVE: The public purpose of this project is to provide potable water and wastewater service to parcels located along Woodcrest Drive, Calusa Pines Drive, and Massey Street. CONSIDERATIONS: On June 24, 2008, as Agenda Item 10G, the Board of County Commissioners (Board) adopted the 2008 Water and Wastewater Master Plan Updates that identified the requirement for improving the potable water distribution system and the wastewater force main transmission system. The proposed scope of work for Project 70071 is consistent with the 2008 Water Master Plan Update, Project 70071, "County Wide Utility Projects - Water," Section 8, Table 8 -2, page 2 of 5, line 59; and with the 2010 Potable Water CIP Update, page 1 of 4, line 21, as identified in the 2011 User Fee Rate Study. The proposed scope of work for Project 70044, "Force Main Technical Support," is consistent with the 2010 Wastewater CIP Update, page 2 of 4, line 56, as identified in the 2011 User Fee Rate Study. The Woodcrest Drive Utility Extension is located one mile east of Collier Boulevard (CR 951), south of Immokalee Road, and north of Vanderbilt Beach Road Extension. The primary issue compelling the extension is to extend wastewater service, reinforce the water distribution system, and maintain system reliability. Water and wastewater utilities are being extended to provide service to future development, to reinforce the water distribution system for reliability, and to convey wastewater to an acceptable portion of the wastewater transmission system. The scope of work includes, but is not limited to: clearing, installing a 12 -inch potable water main and an fl- inch and a 4 -inch wastewater force main along Woodcrest Drive, Calusa Pines Drive, and Massy Street; and, grading and sodding to return the site to a finished state. The county electronically distributed Request for Quotation, "Woodcrest C," on August 22, 2012, to the five vendors under the Fixed -Term Underground Utilities Contract No. 08 -5011. The five contractors submitted quotations by the August 30, 2012, deadline. Three quotes were withdrawn after quotes were received. The valid quotations are summarized in the table below. VENDOR QUOTE AMOUNT Haskins, Inc. $ 463,825.50 Kvle Construction $ 575,000.00 The engineer's estimate of probable construction cost was $435,290. Staff believed that the contractors may have been confused over the interpretation of the design plans given that three contractors withdrew their quotes. Staff recommends that the Board rejects all quotes. Public Utilities will clarify the design plans and request new quotes from all five fixed -term, underground contractors. FISCAL IMPACT: There is no fiscal impact associated with approval of this action. Packet Page -1993- 11/13/2012 Item 16.C.6. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, is legally sufficient for Board action and only requires a majority vote for approval —SRT. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to insure the viability of public facilities. RECOMMENDATION: That the Board of County Commissioners, as Ex- officio the Governing Board of the Collier County Water -Sewer District, reject the quotes received under Request for Quotation Woodcrest Segment C, and authorize staff to re -quote this segment of the project.
