EXECUTIVE SUMMARY
Recommendation to increase the estimated average annual expenditures for Bid #09 -5289
for the countywide "Purchase & Delivery of Inorganic /Organic Mulch" to Forestry
Resources to $250,000.
OBJECTIVE: To obtain the Board's approval to increase the estimated average annual
expenditure of mulch products on countywide applications.
CONSIDERATION: The Board awarded Bid # 09 -5289 to Forestry Resources for the purchase
and delivery of inorganic /organic mulch on February 9, 2010. The Executive Summary that
went to the Board at the time the bid was awarded requested an annual estimated amount of
$100,000 — which was based only on the Growth Management Division's (GMD) estimated
average annual expenditures. Subsequent to the award, other county departments utilized this
contract. The actual average annual expenditures solely for the Growth Management Division
(GMD) have been approximately $160,000 per year although it was originally estimated to be
$100,000 annually when awarded. Actual countywide expenditures have been over $230,000
per year.

The correct estimated average countywide total annual amount among all awardees for this four -
year contract is $250,000.
GROWTH MANAGEMENT IMPACT: While these contracts have no direct growth
management impact, they are consistent with the County's long -term growth plans.
FISCAL IMPACT: Each Collier County department allocates funding for mulch in each
appropriate cost center with an estimated expenditure countywide of approximately $250,000.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office,
is Iegally sufficient, and requires a majority vote for approval. - ERP
RECOMMENDATION: Recommendation to increase the annual expenditures on Bid #09-
5289 for the "Purchase & Delivery of Inorganic /Organic Mulch" to an estimated $250,000
annually. The contract will be in the form of a County Purchase Order.
