EXECUTIVE SUMMARY
Recommendation to waive competition and approve the purchase of a microwave video downlink
system for the Collier County Sheriffs Office- Aviation Division from Department of Justice grant
funds previously approved by the Board.
OBJECTIVE: To gain the Board's approval to procure the necessary aircraft and ground
transceivers, aircraft antennas, software, encryption capability, portable and aircraft installed
transmitters, and equipment integration such as ground antennas and cable for the installation of
a microwave video downlink system from the Sherriff s aircraft to the Sheriff's 911 center.
CONSIDERATIONS: On October 12, 2010, Collier County Board of County Commissioners
approved Department of Justice Grant number 201OCKWX010 to make certain technology
improvements to the Sheriff's 911 center, aircraft and County EOC in an effort to have
seamless and real -time information transfer during emergencies or disasters. The Collier
Sheriff s 911 Center and its Aviation Division are partners in this effort and will be responsible
for all project management and installation coordination, minor contingency project cost, Federal
Aviation Administration coordination, if any, and Federal Communications Commission
coordination and permitting or licensing, if required.
Staff recommends purchasing this equipment from the same company, Vislink that had provided
previous equipment installed on the Sheriff's helicopters. This will allow for the trade -in of
various components of a similar system and identical vendor where the existing system has met
its end -of -cycle life span for reliability and radio frequency stability. New equipment purchased
from the previous vendor will provide a cost savings by not having to re- configure the major and
intricate flight systems and electronics components on the aircraft. The equipment being
purchased has interoperable capability with law enforcement agencies in the State as
recommended by the Department of Justice. The Department of Justice and Sheriffs Aviation
Division have been consulted on this matter, reviewed our procurement efforts from the vendor
described above and approved our acquisition as noted in the attached correspondence
FISCAL IMPACT: The Board and the Department of Justice have already approved Grant funds
and this grant contract. This effort is 100% funded by the Department of Justice for the
equipment, hardware and minor operating supplies installation and training. Minor cost and
project management support on the Sheriff's information technology network if any for this
equipment and aircraft flight system integration will be borne by Sheriff's Aviation Division.
The equipment acquisition will not exceed $241,000.00 and is fully funded by the Department of
Justice grant.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is legally
sufficient, and requires majority vote for approval. —JAK

trade -in the associated end of life -cycle equipment in conjunction with this previously approved grant.

Dear Chairman and Commissioners-
I am writing you to offer my full support and appreciation for the work of the joint efforts
between my 911 Communications Center, Aviation Division, and the Department of
Emergency Management for proposed communication enhancement efforts.
My staff has been working with Dan Summers, Director of the Bureau of Emergency
Services and Emergency Management for the procurement of the proposed resources
for our live video downlink equipment for our Aviation Division and the improved display
wall technology for our 911 Center,
Information is always a cornerstone in our law enforcement and public safety delivery
systems. This joint effort between my office, Department of Emergency Management
and Department of Justice, utilizing grant funds in a partnership effort is a terrific
example of teamwork and best value for our public dollars and service to our citizens.
The aviation equipment proposed will allow us to improve our situational awareness
during crime fighting efforts, wildfire responses, search and rescue and post disaster
aerial damage assessment. This sole source procurement is well worth the investment
as it is compatible with our saving significant dollars in potential modification cost to our
aircraft. The trade-in of older equipment will allow us to maximize the available funds to
have both our aircraft equipped for improved for longer missions or simultaneous calls
for service.
Our efforts to enhance the display in our 911 Center will allow our telecommunication
professionals to gain more situational awareness during emergency calls for help. A
few of the examples of this video display technology benefit include the ability to view
road segments when highway accidents occur, monitor severe weather and wildfire
conditions when they are rapidly changing for timely response and possible

evacuations, and the ability to share live damage assessment situational awareness to
the ,Emergency Operations Center for a more efficient disaster recovery or crisis

this Department of Justice grant opportunity and procurement so we may better service
our citizens and community.

EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approve Grant Agreement
201OCKWX0107 in the amount of $800,000 from the United States Department of
Justice, Office of Community Oriented Policing Services (COPS) Technology Program
for public safety technology equipment and approve all necessary budget amendments.
OBJECTIVE: To receive approval of a grant award that will fund public safety technology
equipment.
CONSIDERATIONS: In the fall of 2008, staff of the Emergency Management Department met
with representatives of The Ferguson Group to discuss an update on the public safety
technology equipment for the Emergency Operations Center (EOC). The Ferguson Group
representatives professionally evaluated the community need and funding potential of the
project. Based on opportunities available, the EOC project was recommended as one of nine
(9) projects for Collier County's Fiscal Year 2010 Federal Legislative Agenda. The Board of
County Commissioners approved this project on the Collier County Fiscal Year 2010 Federal
Legislative Agenda on January 13, 2009.
The Board approved submittal of the grant application on June 22, 2010 and grant award
notification was received on September 14, 2010.
This allocation was approved as part of the Omnibus Appropriations Bill for Fiscal Year 2010
(PL 111 -117) on December 16, 2009.
Funding will pay for public safety technology equipment, including digital information systems
and software, mobile radio equipment, and uninterrupted power supplies for the Emergency
Services Center (ESC) and EOC. The COPS Technology grant is for three years and there is
no match requirement.
FISCAL IMPACT: An increase by budget amendment of $800,000 to Fund 713 (County
Manager Agency Grants) for FY 11. No matching funds are required.
GROWTH MANAGEMENT IMPACT: There is no growth management impact due to this
request.
LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. - JBW
RECOMMENDATION: That the Board of County Commissioners approve Grant Agreement

20 x P7350 800 MHz Portable Radio Sets (P -25 Compatible)
These P -25 technology 800mHz radios will provide field and static systems which are
P -25 compatible between the Emergency Operations Center (EOC), law enforcement
agencies and the Community Policing units in the field. These new systems will provide
interoperability with all nodes within the radio dispatch system, including mutual aid
assets who may be supporting the county. Sets include hand -held units, programming
and required accessories. These portable radio sets will greatly improve communications
and information interoperability among the Emergency Support Functions (ESF), first
responders and all law enforcement agencies associated with a given disaster or
emergency.
-10 Total Portable Radios $ 92,500.
20 M7300 800 MHz Mobile Radio Sets
These P -25 technology 800mHz radios will provide field and static systems which are
P -25 compatible between the EOC, law enforcement and the Community Policing units
in the field. These new systems will provide interoperability with all nodes within the
radio dispatch system, including mutual aid assets who may be supporting the county.
Sets include base stations units, vehicle kits, programming and required accessories.
These sets will greatly improve communications and information interoperability among
the ESFs, first responders and all law enforcement agencies associated with a given
disaster or emergency.
Total Mobile Radios $ 102,500.

125KW - 25OKW APC Scalable Uninterrupted Power Supply (UPS)
This UPS system will provide fault tolerant power to the EOC Data Center that supports
the 911 /Communications Center and other County emergency operations at- large. The
Data Center currently has dual AC units and back -up power generators but relies on an
insufficient single UPS system. The current UPS creates a potential single point of
failure and a resulting cascade failure for communications, information system and
emergency operations. The second UPS system will allow us to cable all systems with
multiple power supplies to separate UPS systems. The alternate power connection will
continue to provide conditioned power in the event that one unit fails. This system will
provide back -up power, redundancy and reliability to the switching equipment and
information systems which service the EOC workstations computers. EOC information
sharing equipment (which send information to the 911 /Communications Center and field
units). This UPS system specifically provides back -up power, redundancy and reliability
during power outages which are a key concern to our community law enforcement
agencies.
Total UPS $ 232,604.
FOCI 911 Center Information Sharing System, Software and Equipment.
This information system will provide an integrated digital collaboration capability
between personnel in the EOC, the 911 /Communications Center and the law enforcement
and first responders in the field. This system will includes; 2 matrix & 2 LCD digital
displays for the 911 center which will be integrated into the EOC information matrix, a
BiAmp digital communications system, digital audio visual upgrades and reprogramming
to the existing Crestron system (to provide data to 911 /Communications center), 4 HP
rack computers for signal management, MAV Plus 2424V & Crosspoint 450 audio
equipment to add capacity to the existing broadband system (to provide information to
the Communications Center) and the associated design, engineering and installation. This
system will integrate and expand the existing Crisis Information Management Software
(CIMS) — which includes existing WEB EOC software and programmatics, as well as a
wide -array of other digital information products (GIS, helicopter down -link, traffic
operations, etc.) and will complete and modemize the CIMS /information sharing with all
of our emergency response and community oriented policing programs and partners.

Dear Dan,
Vislink is the leading supplier of analog, digital, and analog /digital microwave radio equipment for the Television
Broadcast, Government, and Public Safety markets. The company, originally incorporated as Microwave Radio
Communications (MRC), has been supplying these, and other customers with state -of -the -art microwave radio
systems for fifty years. Vislink / MRC has a history of providing equipment and systems of similar size and scope as
the one quoted to Collier County Sheriff Department although each system is unique to our customer's individual
requirements.
In reference to the'above- mentioned quotes, these quotes are bascially replacementlupgrade to your equipment
allready installed using a "trade in program" that Vislink has in place at this time for replacing older or additional
items to complete the upgrade. Using the "trade in Program" Collier County receives a higher discount for the
system.
Their will also be a frequency change from 2.4GHz to 6.4GHz which the 2.4GHz units are VERY congested which
causes interfernace from the helicopter to the ground units. The 6.4GHz is the main frequency band that is used
thoughout Florida which will be compatible with other agenices. Vislink/MRC builds most of there products but there
are some open market items as well. These items may be purchased from their manufacturer; however, these items
are accessories that are reconfigured and required for proper system operation, and are to be provided by the
System Manufacturer, Vislink/MRC, making these items sole source. In addition, Vislink has discounted the open
market item at various discount levels. One last thing to note is that Vislink can control the testing and integration of
the system if all items on the quote are purchased directly through Vislink. The install of the receive site and testing
that is quoted will be done by Vislink employee's on site with Collier County staff members to insure the install
performing to specs and that Collier County staff understands all operations of the equipment.
