EXECUTIVE SUMMARY
Recommendation to declare 1 vacancy on the Airport Authority Advisory Board
OBJECTIVE: To declare 1 vacancy on the Airport Authority Advisory Board and direct staff
to issue a press release soliciting resumes in an effort to fill the vacant position.
CONSIDERATIONS: Ordinance No. 2001 -55, Section 8, reads as follows: "It is the intent
and strong desire of the Commission that there be full attendance of advisory Board members at
all meetings of the Boards, recognizing, however, that it may be necessary for Board members to
be absent from a meeting due to unusual or emergency circumstances. Nevertheless, full
attendance at Board meetings is encouraged and necessary for the proper operation of the Boards
and in furtherance thereof the following requirements are established: A. Any Board member
who is absent for more than one -half of the Board's meetings in a given fiscal year shall be
deemed to have tendered his or her resignation for such Board. The Commission shall, as soon
as practicable after such resignation, declare the position to be vacant and shall promptly fill
same pursuant to the provisions of Section Six herein. The Board member shall not serve at any
meetings after his or her position is declared vacant by the Commission. B. In the event that any
Board member is absent from two consecutive Board meetings without a satisfactory excuse
acceptable to the Board chairman, the Board chairman shall state such fact at the next regularly
scheduled Board meeting and shall thereafter notify, in writing, the Executive Manager to the
Commission of the Board member's failure to attend without satisfactory excuse. The
Commission shall review the Board Chairman's noti ication at a Commission meeting and shall
declare the Board member's position to be vacant f the Commission concurs that the Board
member was absent from two consecutive Board meetings without a satisfactory excuse and
shall promptly fill same pursuant to the provisions of Section Six herein. The Board member
shall not serve at any meetings after his or her position is declared vacant. A member of a Board
shall be deemed absent from a meeting when he or she is not present during at least 75% of the
meetings.
Byron Meade was appointed on September 15, 2009. In the fiscal year 2012 the Airport
Authority Advisory Board has held 10 meetings and Mr. Meade has been absent for 6 of the
meetings.
Attached is a memorandum from the staff liaison advising of the number of absences is
requesting that the Board of County Commissioners declare 1 vacancy on the committee and
direct staff to advertise to fill the vacancies.
FISCAL IMPACT: NONE
GROWTH MANAGEMENT IMPACT: NONE
RECOMMENDATION: That the Board of County Commissioners considers the
recommendation to declare Byron Meade's seat vacant on the Airport Authority Advisory Board
and direct the County Attorney to prepare a resolution declaring the position vacant.

Mr. Byron Meade has missed more than half of the Airport Advisory Board meetings within the current fiscal year.
According to Collier County ordinance 2001 -55, any board member who is absent for more than one half of the Board's
meetings in a given fiscal year shall be deemed to have tendered his or her resignation from such Board.
Generally, the Airport Advisory Board holds eleven (11) meetings per year, one per month, excluding July. In FY11 -12 Mr.
Byron Meade has missed six of ten meetings thus far, including the last four meetings, as follows.

This 7 member authority was created on June 22, 1993, by Ordinance No. 93 -36. Members of
the Authority shall be residents of Collier County with business ability and experience in one or
more fields which, by way of example, may include, but are not limited to, general business,
economic development, aviation, public affairs, law, finance, accounting, engineering, natural
resource conservation or other related fields. There shall be at least 1 member of the Authority
appointed from each of the communities of Immokalee, Marco Island, and Everglades City if a
qualified candidate who resides within the respective area is available for appointment to the
Authority. No person holding elected office at the State, County, or Municipal level shall be
appointed to, or be a member of, the Authority.
