EXECUTIVE SUMMARY
Recommendation to appoint Stephen Y. Carnell, Interim Division Administrator for the
Public Services Division, to execute the Federal Transit Administration's (FTA) annual
certifications and assurances for Board approved grants and grant applications through
the FTA's Transportation Electronic Award & Management ( "TEAM ") system.
OBJECTIVE: For the Board of County Commissioners to appoint a representative to execute
the annual electronic certification and assurances for such Board approved FTA grants and
applications through the FTA's TEAM system.
CONSIDERATION: At its May 8, 2012 meeting (Agenda Item 16A14), the Board authorized
the County's Administrator for the Growth Management Division, Nick Casalanguida, to be
assigned to use a Personal Identification Number (PIN) to perform the ministerial function
pertaining to the execution of annual Certifications and Assurances through the FTA's
Transportation Electronic Award and Management System for all Board- approved FTA grant
applications, grant awards, and agreements.
At its June 12, 2012 meeting, the Board authorized the County Manager to reorganize, certain
functions within the County Manager's Agency to align strategic goals, optimize resources, and
combine expertise under a balanced organizational structure. As part of that reorganization, the
Alternative Transportation Modes Department was moved from the Growth Management
Division to the Public Services Division. Accordingly, staff is requesting that the Board
designate Stephen Y. Carrell, Interim Public Services Division Administrator, to replace Mr.
Casalanguida as the administrative representative tasked with the authorization to execute annual
certifications and assurances issued by the FTA on Board - approved grant applications, grant
awards, and agreements through the TEAM system.
FISCAL IMPACT: There is no fiscal impact with this item.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is legally sufficient fb� Board action and only requires a majority vote for
approval —SRT.
GROWTH MANAGEMENT IMPACT: This item has no Growth Management Impact.

Administrator for the Public Services Division, to execute the Federal Transit Administration's
(FTA) a, aal certifications and assurances for Board - approved grants and grant applications
