EXECUTIVE SIJAIN ARY Recommendation to approve an amendment to a Subrecipient agreement between Collier County and David Lawrence Center (DLC) to operate the Collier County Drug Court Program and authorize the County Manager or his designee to request an extension from the Department of Justice (DOJ) for the Drug Court Grant. OBJECTIVE: Allow for a time extension for the completion of the Adult Drug Court Discretionary Grant Program Enhancement and incorporate additional required grant language into the associated subrecipient agreement. CONSIDERATIONS: The Board approved strategic plan includes Strategic Focus Area III: Community Health, Wellness and Human Services, and the associated strategic goal is: "To improve the quality of life and promote personal wellness, self reliance and independence". Part of the agency's tactical achievement toward this goal is the receipt and management of the Drug Court grant. The purpose of the Drug Court grant is to fund court supervised programs that provide treatment services for substance abuse programs. On October 12, 2010, agenda item 16133; the Board approved an agreement with DOJ for participation in an Adult Drug Court Discretionary Grant Program Enhancement. To operate the program, the Board approved a subrecipient agreement with the DLC. The DLC subrecipient agreement is proposed to be amended to extend the agreement, update contact information, and clearly identify governing documents, reimbursement payment periods and match requirements. This item is to also request authorization for Housing Human and Veteran Services (HHVS) staff to electronically request an extension for the grant agreement with the grantor agency, the DOJ. The extension will be submitted in the form of a Grant Adjustment Notice submitted through the online DOJ program management system. The notice must be submitted by HHVS within 90 days of the current grant expiration date of 9/30/2012. If the extension is granted, DOJ will electronically notify the County and the expiration date will be modified in DOJ's grant management system. No further Board action is necessary. If this item is approved, the grant and the associated subrecipient agreement will be extended to September 30, 2013. FISCAL IWACT: Approval of this item will not change the funding amounts of the previously approved subrecipient agreements. Funds are located in Human Services Grant Fund 707, Project 33131. LEGAL CONSIDERATIONS: This item is legally sufficient and requires a majority vote for Board action. - JBW GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this item.
