Agenda 07/24/2012 Item #16A 5EXECUTIVE SUMMARY Recommendation for approval to remove posted load restrictions of "Single Unit Truck; 31 tons" and "Combined Truck; 34 tons" on bridge numbers 030138, 030139, 030140 and 030141 east of S.R. 29 on Immokalee Road, Project Number 66066. OBJECTI VI . To remove rested load restrictions which no longer apply on Immokalee Road per Florida -,,epartm--- of Transportation (FDOT)/ Federal Highway Administration (FHWA) letter notification dated June 13, 2012. CONSIDERATIONS• On March 13, 2012, the board approved item 16A7 providing for the posting of the load restrictions on bridges 030138, 030139, 030140 and 030141 as required by Florida Department of Transportation (FDOT)/ Federal Highway Administration (FHWA) as well as providing authority to pursue studies to determine measures to lift these restrictions via rehab, repair or replacement. Load Restrictions inhibit the convenient movement of Freight & Goods. If the load restriction is complied with, it restricts the payload for trucking. If the restrictions are not complied with, the bridge may be subjected to loads that could cause damage. Collier County has a total of ten bridges posted with load restrictions. Four of those bridges are in the five -year program for replacement; 030161, 030177, 034026 and 034028. The four bridges on Immokalee Road, along with two bridges in Golden Gate City comprise the remainder. A study of the four bridges on Immokalee Road was performed by Collier County. Because there were no visible signs of stress or deterioration the study focused on proving that the concrete and steel in the structure were stronger than what was used in the load ratings. Samples of concrete and steel were taken from non - critical areas in the bridges and tested for strength. The test results were used in calculating new load ratings, which proved that the structures were capable of handling legal loads. These findings along with the su .porting calculations were submitted to FDOT on April 13, 2012, for review and approval. By letter dated June 13, 2012, FDOT approved the new load ratings and concurred with our -'gilding that the posting of load limits were no longer required. FISCAL IMPACT: Funds in the amount of $200.0(' ­-e available in the Road and Bridge Fund 101, Traffic Operations for the removal of signs. LEGAL CONSIDERATIONS: This item has ' een reviewed - _I approved by the County Attorney's Office, is legally sufficient for Board action and ,y requires a majority vote for approval -SRT GROWTH MANAGEMENT IMPACT! These services were requested by the County to investigate if it was possible to eliminate the load limit postings currently in force. The current load postings were recently installed as a result of load ratings performed by FDOT. We have determined that the current load limit postings for these four bridges are not required. The attached load rating summaries, calculations and test reports provide the basis for our determination. We recommend submitting this letter and all attachments to FDOT for their concurrence prior to removing the posted load limit signs. It is our intent to also include the results of the load rating analyses in the Appendix of the Bridge Assessment Reports for these bridges when completed. A summary of our approach and findings follows: 1. Our in -depth inspection of the bridges concluded t'- at the structural slabs are in good condition with no signs of significant deterioration. 2. With the assistance of a subcontractor, we performed Ground Penetrating Radar scans of all four bridges to facilitate the location of the rei orcing steel bars. 3. With the assistance of the Collier County Road and Maintenance Department, we performed some destructive testing that included: a. Removal of the concrete cover from the longitudinal steel in the bottom of the slab to allow direct measurement of the actual bar size and spacing at two of the bridges. Removal of a total of 4 reinforcing steel bar samples from 2 of the bridges. These bars were removed from edge of the curb so that the capacity of the slab was not compromised by the removal of the bars. c. Extraction of 1 concrete core and some large sections of concrete from Bridge No. 030141to allow for compression testing. d. The County coated the exposed steel with galvanizing spray and patched the concrete that was removed. 4. By direct measurement, we confirmed that the primary longitudinal reinforcement in the bottom of the slabs is #6. bars at 5.25 inch spacing which is in agreement with the reinforcing pattern shown on the circa 1948 FDOT Index Sheet 2224 — a copy is attached to the load rating summary. 5. We sent the 4 reinforcing bar samples to the Houston Metallurgical Laboratory in Houston, Texas for tensile testing per ASTM E8 and ASTM A370. The attached test reports confirmed that the reinforcing steel used in these bridges was Grade 40 steel. 6. The concrete cores were tested by Ardaman & Associates, Inc. for compression. The attached test reports yielded an average compressive strength of 4,500 psi. The cores were not full size which typically results in lower compressive strengths. The actual compressive strengths are likely higher but we decided to use these results to be conservative. 7. The load rating calculations were performed using the VIRTIS computer program and - the Load Factor Design method. The complete input and output results for each bridge are attached as copies of .txt files. For comparison, we first performed analyses of each bridge using the same assumptions included in the FDOT load ratings (using SALOD with Fy =33ksi and fc =3,000 psi) and obtained excellent agreement.
