EXECUTIVE SUMMARY Recommendation to accept modifications identified by the Gordon River Greenway Stakeholders committee to pursue Option D (modified on July 10, 2012) for the re- design of the entrance to the Naples Zoo /Gordon River Greenway Park. OBJECTIVE: To reach consensus on the development of the entrance to the Naples Zoo as part of the lease agreement and construction associated with the Gordon River Greenway Park. CONSIDERATIONS: On June 26, 2012, the Board of County Commissioners heard testimony regarding various design options regarding the future entrance to the Naples Zoo pursuant to the development of the Gordon River Greenway Park project. The Board voted to continue the agenda item to afford the Gordon River Greenway Stakeholders committee the opportunity to fully review proposed modifications to Option D. On July 10, 2012, the stakeholders met and agreed upon a plan for Option D with the following modifications: • Connect three "ponds" by under road culvert pipe • Professionally remove Reclinata Palm and endeavor to replant it along new pond, acknowledging that there may be biological challenges beyond our control • Endeavor to maintain existence of lilies, koi and turtles acknowledging that there may be biological challenges beyond our control • East banks of two front ponds will have native plantings from the road to water's edge • Road to north will not require removal of any Nehrling trees • Natural wood bridge effect • Install bulkhead on the north and south sides of entrance road ( "bridge ") • Potential for additional bulkhead if design does not require a handrail or guardrail • There will be landscape buffer between the north road and the Zoo fence There is sufficient water surface area, retention and drainage under the proposed modifications. Q Grady Minor staff indicated that the modifications would not intrude into the Zoo's current operating area. The Zoo Board President and Executive Director were present during the committee discussions and indicated their support of the modifications to Option D with the provision that final approval would require the Naples Zoo Board approval. The Naples Zoo Board meets on July 19 after the printing of this agenda and Executive Summary. FISCAL IMPACT: Option D with the modifications identified is approximately $138,000 more than the permitted design (Option A). These funds are available in the Parks and Recreation Capital Improvement Fund 306 reserves. Source of funding is General Fund money. Packet Page -734- 7/24/2012 Item 11.A. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney's Office, requires majority vote, and is legally sufficient for Board action. — CMG GROWTH MANAGEMENT IMPACT: Gordon River Greenway Park is inventoried within the regional park lands. RECOMMENDATION: That the Board of County Commissioners approve the redesign of the entrance to the Naples Zoo /Gordon River Greenway Park and authorize the necessary budget amendments to project #80065 to complete the redesign.
