EXECUTIVE SUMMARY
Recommendation to approve the First Amendment to the Agreement with Collier Health Services,
Inc. (CHSI) to participate in the Medicaid Low Income Pool (LIP) Program to clarify the billing
and payment process.
OBJECTIVE: To provide additional health services to the low-income citizens of Collier County.
CONSIDERATIONS: On September 26, 2017 (Item 11B), CHSI entered into an agreement with the
County establishing roles and responsibilities with respect to the state LIP Program participation which is
administered by the Agency for Health Care Administration (AHCA). AHCA is a State entity that
provides Medicaid services in Florida and operates the LIP Program. The LIP Program leverages local
funds to obtain federal matching dollars. CHSI desires and remains qualified to administer the LIP
Program with AHCA using County ad valorem tax dollars.
As a reminder, the allocation of County and matching funds is as follows:

Though CHSI has been a past recipient of LIP funds through this process, this is first time that this
agency has contracted directly with the County to receive and distribute these funds from the State.
Accordingly, CHSI staff reached out to County staff requesting that the agreement be amended for clarity.
The First Amendment to the contract clarifies that CHSI will make some payments from the tot al funds
benefitting low-income persons, and will make some payments from other sources. Specifically, CHSI
will voluntarily make payments from the total funds benefitting low-income persons in the amount of
$125,000 for eligible services managed and approved by County staff [pursuant to Florida Statute 125.01
(e) health and welfare programs, and as approved in the annual county budget as Medical Assistance].
CHSI will utilize all remaining LIP funds to provide additional healthcare services for low -income
individuals in Collier County.
The First Amendment further clarifies that CHSI will make voluntary payments in the following amounts:
$434,988 to the David Lawrence Center (DLC), and $68,640 to the National Alliance for Mental Illness
(NAMI); but these payments will not be made from the total funds benefitting low-income persons.
There is no change in the planned operation of the program from that which was initially presented and
approved; however, in administration, it was noted this amended language was required to represent the
payment and billing processes accurately.
FISCAL IMPACT: There is no new Fiscal impact with this Amendment. Funding is provided from the
FY 18 Client Assistance Budget (001-155930) within the Community and Human Services Division.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires majority vote
