Agenda 05/22/2018 Item #16C 605/22/2018 EXECUTIVE SUMMARY Recommendation to authorize a Budget Amendment in the amount of $120,000 for Capital Improvements for the Collier County Courthouse Building L, including replacement of carpets, Jury chairs and security camera upgrades, and approve the utilization of Court Maintenance Fee funding in Fund 181. OBJECTIVE: To provide the necessary funding in Project 50078 to complete budgeted Collier County Courthouse Capital Improvements, and to utilize Fund 181 for other Capital Improvements. CONSIDERATIONS: In accordance with Florida Law (F.S. 318. 1. 8( 13)), Collier County Ordinance 2009 -41 provides a supplemental funding source for improvements to the State Court Facilities that is to be utilized upon approval by the Chief Judge and by the Board. The Court Administration Office, in collaboration with the Facilities Management Division, identified the replacement of carpets, Jury chairs and security camera upgrades as priorities for the Court system in the FY18 budget. On December 13, 2017, the County Manager's Office submitted a letter, with an estimated budget provided by Facilities Management, to the Chief Judge recommending and requesting approval to use the supplemental funds to proceed with replacing worn and stained carpet throughout the Courthouse and to replace worn and broken Jury chair replacement in hearing rooms and courtrooms as well as upgrading the security cameras. Chief Judge, Hon. Michael T. McHugh, approved the request on December 18, 2017, and the Board of County Commissioners approved the budget funding for the projects. The carpet and jury chair replacement project 50056 was partially funded in FY 2017 in the amount of $75,000 and an additional $365,500 was added in the FY 2018 adopted budget. The balance of the funding in the amount of $120,000 was coming from a completed Redesign Courthouse project 50056. On October 16, 2017, the County issued a Request for Bid for the removal and replacement of the 2nd floor Courthouse flooring. Removal of the existing fixed jury chairs an d installation of new jury chairs would be acquired from a chair manufacturer under a separate purchase order. The Request for Bid was issued to Mohawk Carpet Distribution, Inc. utilizing the State of Florida Flooring Master Agreement 121715, Contract Number 52100000-16-ASC, previously approved by the Board on 9/26/2017 (Agenda Item 16.E.18). Bid is $122,163.50. On August 31, 2017, the County issued a Request for Bid to buy 45 fixed jury chairs for the 2 nd floor Courthouse courtrooms. This Request was issued to Workscapes, utilizing the State of Florida Office Furniture Master Agreement Contract No. 425-001-12-1, previously approved by the Board on 9/26/2017 (Agenda Item 16.E.18). Bid is $20,396.70. Total cost to replace the carpet and jury chairs for the second floor is $142,560.20. The initial estimate to complete four floors is $560,500. FISCAL IMPACT: A budget amendment is needed to move funding from the Redesign Courthouse project 50056 in the amount of $120,000 to the Carpet/Jury Chair Replacement project 50078 within the Court Maintenance Fee Fund 181. The source of funding for this project are court fees for non -criminal traffic infractions set forth in Chapter 318 Florida Statutes. Funds collectcd pursuant to this Ordinance shall be expended as provided by the Board of County Commissioners in consultation with the chief Judge. Accordingly, the County wishes to utilize these monies for the following courthouse renovations: . Worn and Stained Carpet replacement throughout the courthouse (1st, 2nd, 3rd, and 5th Floors) $490,500.00;. Worn and broken lury chair replacement in hearing rooms and courFooms, $70,000.00; o Security Camera upgrades, $185,000.00; The budget for tlese proiects is estimated at $745,500.00 The current Reserve Find 181 amount is $4,878,000.
