EXECUTIVE SUMMARY
Recommendation to award RFQ #14-6213-117, “Bay Colony Appurtenances”, to include master
meters, backflow preventers, by-pass devices, and valves, to Douglas N. Higgins, Inc., in the amount
of $433,800, Project Number 70174 “Distribution Capital Projects.”
OBJECTIVE: To provide a compliant and reliable potable water system to Collier County Water-Sewer
District (CCWSD) customers in Bay Colony.
CONSIDERATIONS: The proposed scope of work under Project No. 70174, “Distribution Capital
Projects,” is consistent with the Capital Improvement Program (CIP) contained in the 2014 Water,
Wastewater, Irrigation Quality Water, and Bulk Potable Water Master Plan/CIP Plan approved by the
Board on November 10, 2015 (Agenda Item 9C), as Appendix III of the 2015 Annual Update & Inventory
Report and Capital Improvements Element (AUIR/CIE). Funding is available in, and is consistent with
the FY2018 CIP Budget.
The master meters, backflow preventers, by-pass devices, and valves for potable water in Bay Colony
have reached the end of their useful life. This project will install eight valves, five meters, eight backflow
preventers, and eight by-passes in ten different areas of Bay Colony. There are approximately 440
connections, but due to the quantity of condominiums in the affected areas, there are approximately 1,500
residences that will benefit from this project.
The County distributed Request for Quotation #14-6213-117, “Bay Colony Appurtenances” on February
7, 2018, to the six vendors under Fixed-Term Underground Utilities Contract No. 14-6213. Three
contractors submitted quotations by the February 20, 2018 deadline. Those quotations are summarized
below and in Attachments 1 and 2.

County staff determined the lowest quote to be fair and reasonable and recommends awarding the project
to Douglas N. Higgins, Inc. (“Higgins”), the lowest responsive and qualified vendor. Higgins has a
satisfactory performance and warranty record on previous, similar utility-related projects. In the attached
letter dated February 21, 2018, the design professional, Johnson Engineering, recommends awarding the
work order to Douglas N. Higgins, Inc. The quote received is 22 percent less than the Engineer’s Opinion
of Probable Construction Cost.
The quote specifications informed the contractors there may be unforeseen conditions associated with the
project. The quote amount incorporates $80,000.00 for owner-directed allowance for work related to
unforeseen conditions including, but not limited to, conflicts with existing facilities not reflected in record
drawings and modifications or repairs resulting from unforeseen utility work associated with this project.
The price for any needed additional work will be negotiated prior to commencement in accordanc e with
the County’s Procurement Ordinance and the terms of the agreement.

FISCAL IMPACT: A budget amendment is needed to transfer funds in the amount of $663,000 from
Well and plant power system project 70069 and Well and water booster stations project 7 0133 to the
Distribution capital project 70174 to cover costs of construction, materials, inspection services and
construction administration services. The source of funding is Water User Fees, Fund (412). The project
is expected to be completed in 2018. This is a replacement project; therefore, operating costs are not
expected to change.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities and to remain in compliance
with all regulatory programs.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority
vote for Board approval. -SRT
RECOMMENDATION: To approve and authorize the Chairman to sign the attached Work Order in the
amount of $433,800.00 under Request for Quotation 14-6213-117 to Douglas N. Higgins, Inc., and to
authorize the necessary budget amendment.

Project: Bay Colony Appurtenances - Low Bidder: Douglas N. Higgins, Inc.
Dear Diana:
The bid opening for the above-referenced project took place on Tuesday, February 20, 2018.
Collier County provided the results of the bid opening to Johnson Engineering and we performed
an evaluation of the results and our recommendation is contained herein.
BIDDER BID AMOUNT
Douglas N. Higgins, Inc. $433,800.00
Quality Enterprises USA, Inc. $577,923.20
Mitchell & Stark Construction $584,500.00
Following the bid opening, Collier County prepared the enclosed Bid Tabulation Analysis, which
includes an analysis for mathematical errors. No errors were discovered. For comparison purposes,
Johnson Engineering provided Collier County with an Opinion of Probable Construction Cost in
the amount of $555,500. The results show Douglas N. Higgins, Inc. as the low bidder.
Based upon our review, the low bidder, Douglas N. Higgins, Inc., appears to be a reasonable and
responsive bid. Subject to concurrence with the County’s Purchasing and Contracts Administration
Division, we believe selection of Douglas N. Higgins, Inc. by Collier County for the intended work
contained within the bid documents would be an appropriate choice. Should you have any
