Agenda 05/22/2018 Item #16A 205/22/2018 EXECUTIVE SUMMARY Recommendation to approve final acceptance and unconditional conveyance of the Master Meter for Turnberry Woods at the Strand, PL20140000348. OBJECTIVE: To have the Board of County Commissioners, as Ex-Officio Governing Board of the Collier County Water-Sewer District, approve final acceptance and unconditional conveyance of the Master Meter for PL20140000348, in accordance with the Collier County Utility Standards and Procedures, Ordinance No. 2004-31. CONSIDERATIONS: 1) The Developer of Turnberry Woods at the Strand constructed the water facilities within dedicated easements to serve this private development. (See attached location map). 2) The master meter has been conveyed to the County but the rest of the potable water facilities for the development are private. The utility conveyance for the master meter, which consisted of converting single water meters into a master water meter, was completed on July 22, 2014. The overall potable water system was already in service at the time of the conversion and conveyance to the County, and therefore the preliminary acceptance and the standard one-year warranty period was not applicable. At that time, the value of these utility facilities (assets) was $23,020. (See attached asset sheet). 3) Staff recorded the master meter conveyance in the public records of Collier County. The County acquired its interest in the master meter by Utilities Facilities Warranty Deed and Bill of Sale recorded in Official Records Book 5065, at page 1451 of the Public Records of Collier County, Florida. 5) A final inspection to discover defects in materials and workmanship was conducted by the Development Review staff on July 22, 2014, and re-inspected March 15, 2018 post Hurricane Irma, in coordination with Public Utilities, and these facilities have been found to be satisfactory and acceptable. 6) The subject utilities are located off-site. The on-site water and sewer utilities are owned and maintained by the owner. 7) Staff recommends final acceptance of the subject utility facilities. 8) This final acceptance is in accordance with Collier County, Ordinance No. 2004-31, as amended. 9) Staff is unaware of any issues that would serve to negate the recommendation of final acceptance of the water utility facility located at Turnberry Woods at the Strand. FISCAL IMPACT: Approval of this Executive Summary will have no specific financial impact. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
