EXECUTIVE SUMMARY
Recommendation to approve the revised Freedom and Gordon River Greenway Parks Land
Management Plan to reflect current project boundaries and plans, as required by the Florida
Communities Trust grant agreement.
OBJECTIVE: To revise the Land Management Plan (LMP) for Freedom and Gordon River
Greenway Parks, as required by Florida Communities Trust (FCT).
CONSIDERATIONS: The Freedom Park LMP was originally written in 2006 by the Stormwater
Management Department when Freedom Park was acquired with an FCT Grant. FCT requires a
specific format and content for Land Management Plans over projects it funds. The LMP was
revised in 2007 by the Public Services Division to include both Freedom Park and (then
conceptual) Gordon River Greenway Park for purposes of showing the Gordon River Greenway
Park as a phase of a,larger "Greenway" Project, which was favorable for the pending FCT grant
application for the Gordon River Greenway Park. This linked both parks together under one
LMP.
As a result of changes at both parks since the 2007 LMP revision, including the addition of
Conservation Collier lands under an amended Declaration of Covenants and Restrictions for
Gordon River Greenway Park, FCT required the LMP to be revised again to reflect current
project boundaries and plans. The final draft LMP has been tentatively approved by FCT
pending Board of County Commission (Board) approval and finalization of several documents
FCT required attached as exhibits, including the Amended Declaration of Restrictive Covenants,
Conservation Easement over the Gordon River Greenway Park, Interdepartmental Agreement
for Management at Freedom Park and finalization of utility easements for the Gordon River
Greenway Park.
Due to the large size of the Revised Freedom Park and Gordon River Greenway Park Land
Management Plan, it is not included as electronic backup for this item. The entire document
can be viewed on the County's website at http:// www. colliergov .net/FTP /FPLMPBinder.pdf.
FISCAL IMPACT: There is no fiscal impact for approving the revised LMP. The various
Departmental and Division partners have already budgeted the necessary management funds.
LEGAL CONSIDERATIONS: This Executive Summary has been. reviewed by the County
Attorney's Office and is legally sufficient for Board approval. A majority vote is required to
approve. STW
GROWTH MANAGEMENT IMPACT: Both Freedom and Gordon River Greenway Parks are
included in the Annual Update Inventory Report (2011 AUIR) as regional park acreage.
RECOMMENDATION: That the Board of County Commissioners approves the Revised Land
Management Plan for Freedom and Gordon River Greenway Parks.
