EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment of $400,000 to move funds from Project No.
70087, Vanderbilt Drive Water Main Rehabilitation, to Project No. 70019, Cross Connection
Control Program.
OBJECTIVE: Continue to meet regulatory requirements by implementing the Cross Connection Control
Program.
CONSIDERATIONS: On June 24, 2008, as Agenda Item 10G, the Board of County Commissioners
(Board) adopted the 2008 Water Master Plan Update that identified the requirement for renewing the
distribution system. The proposed scope of work for Project 70019, "Cross- Connection Control
Program," is consistent with the 2010 Water CIP Update, page 2 of 4, line 72, as identified in the 2011
User Fee Rate Study.
This project is required to maintain the operational integrity and compliance of the water distribution
system. Installation of backflow prevention devices protects the public potable water supply mains from
possible contamination due to the backward flow of water from private plumbing systems, in accordance
with Ordinance 97 -33 and FAC 62 -555. Due to increased execution rates, the Public Utilities Division
has completed its planned work for the fiscal year, and is able to accelerate further improvements in this
mission critical public health project. The additional funds will be used to purchase backflow prevention
devices and associated plumbing hardware, and for installation by contracted services to supplement
Water Department staff for the installation of the devices. The total amount requested is based on the
parts and installation costs of approximately 250 of the 2" devices and 750 of the 3/4" devices.
Approximately 3,000 devices are planned for installation annually from FY13 through FY17 until
completion.
Funds are available in Project No. 70087, Vanderbilt Drive Water Main Rehabilitation, due to changes in
project scope. The funds remaining in Project No. 70087 will be adequate to replace the asbestos - cement
pipe on Vanderbilt Drive and the western finger streets south of 111th Avenue.
FISCAL IMPACT: Funding is available in and is consistent with the FY12 Capital Budget approved by
the Board on September 22, 2011. A budget amendment to obtain the required funds is being requested.
The source of these funds is the Water User Fee Fund 412.
LEGAL CONSIDERATIONS: No legal issues are raised by this item which is ready for Board action.
This item requires a majority vote. - JBW
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: That the Board of County Commissioners, as the Ex- officio Governing Board
of the Collier County Water -Sewer District, approve a budget amendment of $400,000 to move funds
from Project No. 70087, Vanderbilt Drive Water Main Rehabilitation to Project No. 70019 Cross -
Connection Control Program.
