Agenda 06/26/2012 Item #16C 2EXECUTIVE SUMMARY Recommendation to approve a work order under Request For Quotation 08- 5011 -62 in the amount of $258,218.13 to Quality Enterprises USA, Inc., for Underground Utility Contracting Services for the South County Regional Water Treatment Plant Reactor Tanks Rehabilitation Project No. 70034. OBJECTIVE: The public purpose of this project is to provide a reliable treatment process for the lime softening water treatment system at the South County Regional Water Treatment Plant (SCRWTP), which serves customers throughout the Collier County water service area. The work consists of structural, mechanical, and electrical improvements to the SCRWTP Reactor Tanks 2 and 3. CONSIDERATIONS: On June 24, 2008, as Agenda Item 10G, the Board of County Commissioners (Board) adopted the 2008 Water Master Plan Update that identified the requirement for reliability improvements. The proposed scope of work for Project 70034, "SCRWTP Reactor Tanks Rehabilitation," is consistent with the 2010 Wastewater CIP Update, page 3 of 4, line 77, as identified in the 2011 User Fee Rate Study. The original plant, built in 1983, was designed to produce 12 million gallons per day (MGD), of potable water utilizing a lime softening treatment process. The process at the SCRWTP utilizes three reactor tanks to mix lime and raw water. Reactor Tank No.l was the first of the three reactor tanks constructed at the facility. A few years later Reactor Tanks 2 and 3 were constructed to provide additional water treatment capacity at the plant. Extensive cracks were noticeable on the exterior face of the tank walls and leakage was observed through the cracks. The amount of surface cracks appears to have increased over the years. Repairs were previously implemented on Reactor Tank 1. A work order was issued to AECOM to provide design engineering services related to Reactor Tanks 2 and 3. A structural evaluation was performed by AECOM and recommendations made for repairs. The exterior cracks will be repaired by injection of a hydrophilic polyurethane grout, and the exterior surface of the tanks will be coated with a crystalline waterproof coating. It was also determined that the existing mixer and drive system for the reactors were in need of replacement. As part of the improvements, the existing impeller and drive system at Reactor Tank 3 will be replaced with a new impeller and drive system equipped with a more efficient variable speed motor. Request for Quotation (RFQ) 08- 5011 -62, SCRWTP Reactor Tanks 2 and 3, was electronically distributed on April 18, 2012, to the five vendors under the Fixed -Term Underground Utilities Contract 08 -5011. Two vendors submitted quotations by the May 11, 2012, deadline. Staff reviewer: the quotations and determined Quality Enterprises USA, inc., to be the lowest qualified and responsive bidder at approximately 19 percent below the engineer's total cost estimate. The Purchasing Department concluded that bidding was competitive and representative of market conditions using the awarded vendors from contract 08 -5011. Staff reviewed the quotation, found it to be fair and reasonable, and also recommends the award. The quote tabulation and graph is attached (Attachments 1 and 2). Quality Enterprises USA, Inc., has a satisfactory performance and warranty record on other similar utility- related construction projects with Collier County. The bid specifications informed the bidders there may be unforeseen conditions associated with the project. The total project cost includes an allowance, in the amount of $33,680.63, for Owner Directed Work, which includes but is not limited to repairs due to structural deterioration, tank cleaning and painting, replacement of defective mechanical equipment and deficient electrical components. Staff will negotiate a price for any unforeseen conditions prior to start of any additional work. The project design professional, AECOM, recommends award of this work order to Quality Enterprises USA, Inc., in their letter dated May 30, 2012 (Attachments 3 and 4). Performance and Payment bonds shall be required from the awarded Contractor since the lowest responsive quote exceeds $200,000. FISCAL IMPACT: Funding is available in and is consistent with the FY12 Capital Budget approved by the Board on September 22, 2011. The source of funding is the Water User Fee Fund 412. Funds are available in Project 70034, SCWRF Reactor Tanks Rehabilitation. The above repair project is expected to be completed by February 2013. When the project is completed, the operating budget impact is reflected in the table below. The operating budget will not be impacted negatively. LEGAL CONSIDERATIONS: This item is legally sufficient and requires a majority vote for Board action - JBW GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. RECOMMENDATION: That the Board of County Commissioners, as Ex- officio Governing Board of the Collier County Water -Sewer District, approve a work order for RFQ 08- 5011 -62 in the amount of $258,218.13, (which includes an allowance in the amount of $33,680.63 for unforeseen conditions) to Quality Enterprises USA, Inc.; and, authorize the Chairman to sign and execute the work order after approval by the County Attorney's Office.
