EXECUTIVE SUMMARY
Recommendation to award a Work Order for the Golden Gate Stormwater
Improvements for Coronado Parkway and Hunter Boulevard to Haskins, Inc., in
the amount of $360,811 plus a ten (10) percent contingency of $36,081.10, totaling
$396,892.10 (Project Number 51029).
OBJECTIVE: The purpose of the project is to address a failing stormwater system in
Golden Gate City. There are approximately one hundred forty-five (145) underground
storm drainage pipe systems of varying lengths designed to convey stormwater runoff
from neighborhoods and county maintained roadways to the canal system. The drainage
system was constructed in the 1960's and has exceeded its life span. The Coronado
Parkway & Hunter Boulevard drainage improvements are part of the larger regional
drainage system that needs to be replaced.
CONSIDERATION: The request for quotes was solicited using the Underground
Utility Contract No. 08 -5011 on May 18, 2012. Five (5) bids were received by the due
date of May 31, 2012. The bids were reviewed by the Transportation Engineering
Department staff and the Project's Design Professional in conjunction with the
Purchasing Department. The following bids were received:

The Transportation Engineering Department cost estimate for the project calculated for
budget purposes was approximately $400,000; however, the electronic request for quotes
went out with an erroneous cost estimate of less than $200,000.00. Once the quotes were
received it was apparent that the $200,000 estimate provided was incorrect and thereafter
the design engineer corrected and revised his estimate to approximately $370,000. The
internal county and the revised design engineer's estimates are consistent with the quotes
submitted by the contractors. Payment and performance bonds will be required. The low
bidder is approximately $10,000 less than the design engineer's estimate.
Staff recommends awarding the work order to the lowest and responsive bidder:
Haskins, Inc.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the
County Attorney's Office, is legally sufficient for Board action and only requires a
majority vote for approval —SRT.

FISCAL IMPACT: Funds in the amount of $396,892.10 are currently available within
the Stormwater Management Capital Improvement Program. The source of funding is
Ad Valorem.
GROWTH MANAGEMENT IMPACT: The project is in accordance with the goals
and objectives of the Drainage Sub - element of the Growth Management Plan for Collier
County Stormwater Management.
RECOMMENDATION: That the Board of County Commissioners award a Work Order
under Contract No. 08 -5011 — Golden Gate City Coronado Parkway and Hunter
Boulevard Stormwater Improvements to Haskins, Inc., in the amount of $360,811.00 plus
a ten (10) percent contingency of $36,081.10, totaling $396,892.10, and authorize the
Chairman to sign the attached Work Order after final legal review by the Office of the
County Attorney.

This Work Order is for construction of stormwater improvements for the Golden Gate City regional
drainage project for work known as:
Project Name: Golden Gate City Coronado Parkway & Hunter Boulevard Drainage Improvements
Project No: 51029
The work is specified in the proposal dated May 31, 2012 which is attached hereto and made a part of
this Work Order. In accordance with Terms and Conditions of the Agreement referenced above, this
Work Order is assigned to: Haskins, Inc.
Scope of Work: As detailed in the attached request for quotes:
Schedule of Work: Complete work within ninety (90) days from the date of the Notice to Proceed which
is accompanying this Work Order.
Compensation: In accordance with Article Five of the Agreement, the County will compensate the Firm
