EXECUTIVE SUMMARY
Recommendation that the Collier County Community Redevelopment Agency (CRA)
review CRA staff recommendations concerning Bayshore Gateway Triangle CRA Tax
Increment Fund (TIF) grant programs for the remainder of fiscal year 2012, and provide
direction as determined by the Board
OBJECTIVE: To receive Collier County Community Redevelopment Agency (CRA) Board
direction concerning the administration of the Bayshore Gateway Triangle CRA grant programs.
BACKGROUND: The CRA Local Advisory Board has monitored the CRA Grant programs for
seven years, and routinely made recommendations to the CRA Board to improve or modify the
programs to meet the needs of the community and to adjust to changing economic conditions.
Collier County Ordinance 2002 -38 created the Grant Programs for the Bayshore Gateway
Triangle Redevelopment Area. Over the years, the CRA Tax Increment Finance (TIF) Grant
Program ordinance has been amended to include the following seven grant programs: Residential
Fagade Grant, Residential Sweat Equity Grant, Shoreline Stabilization Grant, Commercial
Building Improvement Grant, Impact Fee Assistance Grant (residential only), Residential
Landscape Grant, and Community Events Grant.
On February 28, 2012, the CRA Board approved:
• Suspension of the following TIF Grants until further notice:
• Shoreline Stabilization
• Sweat Equity
• Community Events
• Landscape Improvement
• Continuation of the following TIF Grants until June 2012:
• Commercial Building Improvement Grant
• Impact Fee Assistance Grant
CONSIDERATIONS: The FY2012 programs are funded at $426,600 of which $288,555.48
was encumbered by CRA Board approved FY2011 grants that rolled over into FY2012, thus
leaving $138,044.52 available for new FY2012 applications.
To date, including the June 26, 2012 CRA Board TIF grant requests on this agenda (if approved),
there will be approximately $37,500.73 remaining or unencumbered.
CRA staff recommends the CRA Board:
1. Suspend all Bayshore Gateway Triangle CRA TIF Grant programs until October 1, 2012,
2. Complete staff oversight of all approved CRA TIF Grants currently in progress,
3. Roll over the remaining unallocated $32,220.73 into the FY2013 budget,
4. Direct staff to update all CRA TIF Grant Program applications and agreements, and
return to the CRA Board in September 2012 for Board review, approval or continued
suspension, and

5. Continue indefinitely the residential Site Improvement Grant Program to be awarded to
owner - occupied residences only. Rentals, duplexes and four unit housing applications
will not be considered. The funding for this grant shall come from, and be limited to the
$25,000 grant received from Fifth Third Bank. No CRA TIF will be used as a match.
FISCAL IMPACT: None to the CRA except staff time. The FY2012 programs are funded at

GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney and

concerning Bayshore Gateway Triangle CRA Tax Increment Fund (TIF) grant programs.
